Township Council Minutes - April 10, 2000

COUNCIL MINUTES - APRIL 10TH, 2000


Council met in regular session, Monday, April 10, 2000 at 7:30 p.m. at the Olden
Library Building, Mountain Grove with all members present.

Staff members in attendance were Judy Gray and Heather Fox.

Mike Beattie declared conflict of interest on item 5 (e) (ii) on the agenda due
to the fact he presently owns the land and building which are subject to the
proposed zone change. Council did not object to the proposal for parking spaces
and requested that staff measure the spaces to ensure accuracy.

Vikki Newlove attended to seek clarification on issues expressed in her letter
of December 1999 regarding the 1999 Christmas Party. She was advised her
concerns would be taken into consideration.

Rosemarie Bowick attended to update Council on Village Beautiful and report on
the funding distribution for each hamlet and village.

Max Freeman attended regarding the pond on his property at Lot 4, Concession 5,
Olden District. He was advised his concerns would be passed on to the Area
Foreman and the Public Works Manager.

Bob Foulds attended to present the proposed Pay Equity Plan.

The following information was received and filed: 1) Bell Canada's March 31,
2000 price caps proposal; 2) Mississippi Valley Lake Stewardship Workshop for
Eastern Ontario, June 10, 2000 in Perth; 3) Letter from Drainage
Superintendents' Association of Ontario; 4) Letter from the Ministry of
Agriculture, Food and Rural Affairs in response to a resolution endorsed by
Council; 5) Information re: "Towards a Provincial Recreational Trails Policy";
6) Editorial from Municipal World re: 4 years Council term; 7) Letter from
Minister of Finance re: CRF.

The following resolutions were passed:

That the agenda be adopted as presented.

That the minutes of March 28th and April 4, 2000 be adopted as circulated.

That the following vouchers be approved for payment: General Batch #470 -
$638,277.84; General Batch #463 - $9,732.77; Olden District Fire Department
Batch #373 - $137,743.00; General Batch #473 - $12,251.20; Roads Batch #469 -
$37,932.05.

That the membership to the Association of Municipal Tax Collectors' of
Ontario be paid in the amount of $101.65.

#170 Jack Nicolson, Elva Price
That Judy Gray and Marlene Halladay be authorized to attend the Tax
Collectors Spring Education Training Seminar and Workshop at Markham, May 7 -
9th, 2000 and that registration and expenses be paid.

That Judy Gray and Heather Fox be authorized to attend the 'Capital
Budgeting, New Ways, New Views, New Software' Workshop in Peterborough on May
11th, 2000 and that registration and expenses be paid.

That the Public Works Manager obtain 3 or more verbal quotes for paving
Henderson Road from Scott Road to and including the village of Henderson for the
25th of April, 2000 Council Meeting.

That severance application #B-06-00-KE be received and reviewed.

#174 Dick Harwood, Doug Bearance
That Council adopt the job evaluation system proposed by the Consultant
for the Pay Equity Plan; and endorse the list of municipalities to be contacted
in order to obtain information regarding wage rates paid to representative
positions.

the table.

That the report from the Director of Fire and Emergency Services, dated
April 10, 2000 re: the Elm Tree Fire Hall proposal be received and the
recommendations approved.

That the Rules of Procedural By-law be waived to allow District Chief
Derek Matson to address Council.

That we go In-Camera to discuss property issues.

That we arise from the In-Camera session without a report.

That Jack Nicolson, Bob Harvey, Elva Price and Doug Bearance be appointed
to meet with Dr. Bell to discuss options for the Medical Centre and report back
to Council.

That the retail price of the Millennium History Book, being written by
Michael Dawber, be established at $9.95 per copy.

That the resolution of the Municipality of Centre Hastings re: Ontario
Regulation 285/99, Taking of Water Permits be: endorsed and the appropriate
letters sent.

That the legal opinion obtained by the County of Elgin re: maintenance
guidelines for municipal drains be received and filed.

#183 Bob Harvey, Mike Beattie
That Council approve in principle to stop up, close and deed a portion of
the road allowance between Lots 30 and 31, Concession 5, Kennebec District
subject to all conditions of Road Closure Policy being met.

#184 Mike Beattie, Bob Harvey
That the report of Livestock Valuer, Don Aberdeen be received and
approved, and that compensation be paid to the owner of the livestock as per the
report and that the valuer's fee be paid.

That information reports identified as 10 (a -g) on the agenda be received
and filed.

That the meeting adjourn until Tuesday, April 18th at 7:30 p.m. Sharbot
