Township Council Minutes - September 13, 1999

COUNCIL MEETING - SEPTEMBER 13TH, 1999


Council met in regular session Monday, September 13, 1999 at 7:30 p.m. at the Mountain Grove Library Building with all members present.

Staff members in attendance were Judy Gray, Jim Hegadorn, Heather Fox and Bev Irwin.

Fire Chiefs Mel Conboy and Paul Lowery attended to request Council to set up a meeting with South Frontenac regarding coverage of Bedford District and to suggest the Fire and Emergency Committee be disbanded and the Fire Chiefs meet with all members of Council. The Clerk was instructed to set up a meeting with South Frontenac.

William Blondin attended to discuss establishing a shooting range at Part Lot 8 and 9, Concession 7, Hinchinbrooke District.

Denys Hamilton attended to discuss his displeasure with Council's previous decision not to request removal of Jack Patterson's shed from the public access to Kennebec Lake. Jack Patterson received permission from Council to speak to the issue.

Madeline Hinchey attended to discuss: the removal of the fire truck from Elm Tree Fire Hall; removal of the hydro from the building; why the heater was removed by a Township employee and taken to the Township Garage; and to express displeasure with the cold patch on "Highway Hill" off #7 Highway.

The Clerk was instructed to arrange a meeting with Barry O'Connor and Mark MacDonald of the Limestone District School Board to discuss libraries, use of facilities and the agreement regarding use of the Land O' Lakes Public School.

The following information was received and filed: 1) Ken Gilpin's Animal Control Report; 2) Invitation to attend the North Frontenac Community Services Annual Meeting; 3) Minutes of Building and Property Committee; 4) Appreciation letter from North Frontenac Community Services; 6) Reply from M.N.R. regarding Sharbot Lake Small Craft Harbour Facility 7) O.P.P. News Release; 8) Policing costs in some Ontario Municipalities; 9) Information regarding combined ROMA and Good Roads Conference for 2000; 10) Agenda for Joint Council Meeting, September 15, 1999 at Hartington; 11) Letter from Jack Patterson, Kennebec Lake Association; 12) Eagle Lake Cottage Association Newsletter; 13) News Release from Ministry of Municipal Affairs and Housing; 14) Copies of two "Letters To The Editor".

The following resolutions were passed:

That the agenda be adopted as amended.

That the minutes of August 24th and August 26th , 1999 be adopted as circulated.

That the Fire Ban be lifted.

That the Fire and Emergency Committee be disband; and that the four (4) Fire Chiefs meet on a quarterly basis with Council; and that a Procedural Manual be prepared and presented to Council as soon as possible.

That Council does not object to a private shooting range being established at Part Lot 8 and 9, Concession 7, Hinchinbrooke District, providing all regulations of the Ontario and Federal Government are adhered to and that copies of the approval are supplied to the municipality and further that a letter be obtained from the owner of the property indicating she has no objections to this use.

That Jack Patterson be requested to remove his shed from the public access at Part Lot 20, Concession 9, Kennebec District.

That Council supports the action of the Kennebec District Fire Department to reinstate the fire truck at Elm Tree Fire Hall provided that volunteers in the Elm Tree Area be trained to operate the truck and the pumps and the fire persons be trained in basic fire training.

That Council contract, by tender, a tandem to plow and sand as required.

That the tender for winter sand be awarded as follows: Item # 5 - Matson Construction - $14,700.00; Item # 2 - Crains' Construction - $11,064.00; Item # 6 - Matson Construction - $23,000.00; Item # 4 - Collins Trucking - $21,228.80 subject to verification.

That the tender of Golder Associates be accepted in the amount of $11,925.00 for the Arden Waste Disposal Site subject to verification of references.

That the following vouchers be paid: Roads batch #303 - $10,272.12; General batch #302 - $131,733.92; Oso District Fire Department - $1,004.28; Olden District Fire Department - $375.53; Hinchinbrooke District Fire Department - $5,321.86; Kennebec District Fire Department - $258.72; Roads batch #294 - $20,016.65; General batch # 293 - $11,832.02.

That the municipal office be closed from noon on December 24, 1999 to 8:30 a.m. on January 4, 1999 and that the administration staff use holidays to cover the non statutory holidays.

That Council proceed to have the surveyor bar and register the survey as accepted by Council on January 11, 1999 on the Newlove Road.

That Ontario Tire Recyclers be contracted to remove tires from one Waste Disposal Site as per their list of September 1, 1999. The site to be selected will be determined as to the most tires.

That by-law #1999-54, being a by-law to appoint fence viewers for the Township of Central Frontenac be read three times and passed at one meeting.

That Ralph Babcock be authorized to purchase and install barbed wire at the top of the fence at the Parham Cemetery on the South and West side.

That the Clerk be authorized to make the necessary arrangements to utilize 2 Co-op students from Sharbot Lake High School.

That the Township of Central Frontenac make application for JEPP Funding in the amount of $16,874.00.

That the Township of Central Frontenac not participate in the Tree Replacement and Management Strategy funding under the Ice Storm Assistance Program.

That the meeting adjourn until Tuesday, September 28th, 1999 at 8:30 a.m. in the Council Chambers, at Sharbot Lake.
