Township Council Minutes - October 26, 1999

COUNCIL MINUTES - OCTOBER 26th , 1999

Council met in regular session Tuesday, October 26, 1999 at 8:30 a.m. at Mountain Grove with all members present.

Staff members in attendance were Cathy MacMunn, Ian Trickett, Jim Hegadorn, Bev Howes Irwin, and Heather Fox.

There was no disclosure of Pecuniary Interest on any items on the agenda.

Michael Dawber attended to update Council on the Millennium History Book.

Glenn Fox attended to request ditching on the Long Lake Road in the vicinity of his home.

It was decided to purchase one 11 x 14 photo of Council and Staff for the Municipal Office and that Councillors and Staff would pay for their own pictures if they choose to get a copy.

The following information was received and filed: 1) Invitation from Ontario Trails Alliance re: unveiling of the Pavilion at Tweed; 2) Letter from NelligarPower re: agreement of street names for Bolton's Landing; 3) Invitation to attend formal announcement of the Economic Impact of Agriculture Study; 4) Information from LCBO re: opening on Boxing Day; 5) Copy of a letter from Leona Dombrowsky re: Dr. Bell's Seniors' Home; 6) AMO News Release - Federal Theme Speech; 7) 9-1-1 Minutes; 8) Kennebec District Recreation Minutes; 9) Quinte Conservation letters thanking fire fighters; 10) Olden District Recreation minutes; 11) FMB minutes.

The following resolutions were passed:

That agenda be adopted as amended.

That the following severance applications be received and reviewed: B-24-99-OS, Leverne Barker; B-25-99-OS, Wayne and Sandra Moase; B-26-99-OS, Wayne and Sandra Moase.

That the Public Works Manager receive quotes by invitation to replace the furnace at the Public Works Garage at District # 3.

That 3 pagers be purchased for the Public Works Department to be used by the employee 'on call" in each works district, at an estimated cost of $240.00 plus the annual air time, estimated at $360.00.

That Miller Paving be paid $613.11, in addition to their tendered price to surface treat the Brewer Road, for extra surface treatment of two locations on the Brewer Road and the Crow Lake Road.

That resolution #436-99 be rescinded as the conditions of the tender were not met, and that tender #99-25 to supply and deliver a new cab and chassis truck be awarded to A & B Ford in the amount of $41,641.50.

That Don Lewis' tender to plow and sand the Dale MacPherson Road in the amount of $642.00/annum and the Lewis Road in the amount of $535.00/annum be accepted.

That the Township of Central Frontenac enter into an agreement with William Squibb and Associates to review the books and records of the Township to ascertain if there are any legal recoveries of Provincial, Goods and Services Tax and other Commodity tax related issues. The only cost incurred is 40% of any monies recovered/received including interest received plus applicable taxes.

That the Y2K Co-ordinator prepare invitational quotes to purchase a P.T.O. driven 25 K.W., 240 volt generator with 50 ft. cord and that invitational quotes be obtained to appropriately wire the building.

That the motion regarding the fire chiefs' fee for inspections be tabled pending the report to be submitted by Doug Bearance.

Whereas the Ministry of Health and Long Term Care issued a Request for Proposals for 96 additional long-term beds within the Frontenac-Lennox and Addington area in April 1999;
And Whereas the Frontenac Management Board submitted a proposal in August 1999 for 32 of the additional beds to be approved at Fairmount Home;
And Whereas the additional beds at Fairmount Home will address the needs of the area at large and the particular needs of our rural residents;
And Whereas Fairmount Home is well-known for its exceptional care and expertise in caring for those dealing with Alzheimer Disease and other forms of dementia;
And Whereas the additional beds at Fairmount Home will allow additional individuals to benefit from the nationally-recognized care offered at the Home;
NOW THEREFORE BE IT RESOLVED that the Township of Central Frontenac supports and endorses the proposal submitted by the Frontenac Management Board and urges the Ministry of Health to allocate 32 of the additional beds to the Frontenac Management Board to be located at Fairmount Home.

That the Clerk be authorized to prepare a by-law to appoint Glenn Stinson, Norman MacPherson, and Ken Gilpin as Fence Viewers to act in a fence dispute as required by Council.

That the Clerk be instructed to prepare a by-law to appoint Don Aberdeen, Glenn Stinson, Clarke Gaylord and Ken Gilpin as Livestock Valuers to act as required by Council.

That the Municipal Office be closed from 10:45 a.m. to 11:45 a.m. on November 11, 1999 to enable staff to attend the Remembrance Day Service.

That the restructuring funds be spent on office automation, the Official Plan, By-law and file consolidation and new signage in lieu of a building extension to the Municipal Office at Sharbot Lake.
