Township Council Minutes - October 12, 1999

COUNCIL MEETING - OCTOBER 12TH, 1999


Council met on Tuesday, October 12th, 1999 at 4:00 p.m. at the Community Hall, Mountain Grove with all members present except Mike Beattie. Councillor Faye Putnam arrived at 7:25 p.m.

Staff members in attendance were Judy Gray, Heather Fox, Jim Hegadorn and Bev Howes Irwin.

There was no disclosure of Pecuniary Interest on any items on the agenda.

Martin Secker, the Municipal Auditor, attended to present the Financial Information Return and answer any questions regarding same.

Lunch was served by the Mountain Grove U.C.W.

Marcel Giroux attended to discuss the details of the agreement regarding the portable unit at Hinchinbrooke Public School which houses the Public Library. The municipality's responsibilities will be the wheelchair ramp and rail, new locks and adequate keys, maintenance materials and liability insurance. John Clements of the Limestone District School Board will prepare the Memorandum of Intent.

Jack Fox and Mark MacDonald attended from the Limestone District School Board to discuss the possibility of sharing facilities. Integrating library systems has the potential to create problems with the unions involved. They were requested to investigate busing to enable children south of Parham to attend Sharbot Lake High School if they wish.

Frances Parks attended to request Council to waive the rental fee for church services at the Arden Community Hall on September 10th, 11th and 12th.

Barry Bailey and Wayne Harris attended to discuss the clean up of the track bed by Ledcor and to enter into an agreement regarding use of the Havelock to Glen Tay Trail once the municipality owns it.

Kim Kirkham and Laura Clarke attended to request a letter of support for their building from Council. It will be a Multi Cultural Recreation and Healing Centre to be built in Sharbot Lake.

It was decided to discuss the downsizing of Council Committees in January when Committee Members are appointed for the year.

It was decided to advertise to determine if anyone in the municipality is interested in participating Relay 2000 at a cost of $12.00 per participant.

It was decided that there would be no exception to By-law # 1998-23 and that free tags would not be issued to churches.

Councillor Harwood discussed Council Unity and it was decided to complete the discussion on October 20th, 1999 at 7:00 p.m. at the Library Building, Mountain Grove.

Councillor Lloyd Lee volunteered to complete the questionnaire from Rivercare 2000.

The correspondence received from the Lands & Water Citizens' Group is to be addressed by Glenn Tunnock, Planning Consultant.

The Clerk was instructed to request the District 1 Foreman to enclose the opening at the rear of the mobile unit located adjacent to the Post Office in Parham to ensure entry is denied to unauthorized persons for safety reasons.

The following information was received and filed: 1) Animal Control Officer's Report; 2) Committee of Adjustment minutes; 3) Outstanding Taxes Report; 4) School Board Distribution; 5) Y2K Committee minutes; 6) Letter from Peterborough County / City Waste Management Steering Committee; 7) Letter from Algonquin Conservation Committee regarding open policy at the dump twice a year; 8) Information from Ontario Property Assessment Corporation; 9) Letter from Dr. Bell to the Sharbot Lake Legion; 10) Sharbot Lake High School minutes; 11) Arena Board minutes; 12) Information regarding Electoral Systems; 13) Around the Rideau Information.

That the Township of Central Frontenac request the Arena Board to review representation on that Board as a result of amalgamation and suggest that it is not deemed necessary for the Township of Central Frontenac to send three representatives.

That the tender of Tarasick Cabinets for $2,975. plus G.S.T. for renovations to the office be accepted.
