COUNCIL MINUTES - NOVEMBER 23rd, 1999
Council met in regular session, Tuesday, November 23, 1999 at the Municipal Office, Sharbot Lake at 8:30 a.m. with all members present except Mike Beattie and Doug Bearance.
Staff members in attendance were Heather Fox, Cathy MacMunn, Ian Trickett, Jim Hegadorn and Bev Howes Irwin.
There was no disclosure of Pecuniary Interest on any item on the agenda.
Greg and Barb Gable attended for the hearing to deal with a reduction in assessment pursuant to Section 442 of the Municipal Act.
Fire Chief Paul Lowery attended to discuss liability concerns with volunteers being members of two volunteer Fire Departments simultaneously.
Peter Moccio and Dave Cooke attended to discuss the fire schedule for services provided by the KFLA Health Unit. They were requested to keep the municipal office updated on a more frequent basis of any changes.
Mayor MacDonald presented a letter and donation from Stephen, Fran and Sarah Smith in the amount of $2,372.00 towards Canada Day, Oliver Scott Memorial Ball Field and Village Beautiful in Oso District.
Mayor MacDonald also advised a transport load of tires had been dumped on private property and the owner of the property requested that something appear in the Frontenac News warning people of this event.
It was decided to hold a public meeting on December 8, 1999 at 7:00 p.m. at the Arden Community Hall to receive public input regarding the future of the Elm Tree Fire Hall.
The Sharbot Lake Ski-doo Club is to be invited to the next meeting to update Council on their work involvement with the snowmobile trail and prepare a work agreement with a time table for scheduled work.
Each Councillor is to answer the C.A.A. Questionnaire and submit it to Jim Hegadorn who will in turn submit a final report to C.A.A.
The request from North Frontenac Community Services for a donation to the Christmas Hamper Program was denied.
Councillor Price was requested to investigate funding following the letter from the Ministry of the Environment regarding Waste Diversion Organization.
The following information was received and filed: 1) Ontario Family Fishing Weekend; 2) Kennebec Recreation Minutes; 3) Reply from Ministry of the Solicitor General regarding O.P.P. costing; 4) Minutes of Frontenac Management Board, October 21, 1999; 5) Arena Board Minutes of October 27, 1999; 6) Eagle Lake Property Owners' Association Newsletter.

That the Township of Central Frontenac submit a request to the Ministry of Municipal Affairs and Housing to extend the deadline to September 30, 2000 for expenditures under the Municipal Restructuring Fund for the Official Plan and Zoning By-law and associated software for digitized mapping and that a letter be attached to this resolution to outline the reasons for the extension request.

That Council establish a policy for the Fire Departments within the Township of Central Frontenac regarding membership, that a volunteer firefighter shall not be a volunteer on more that one fire department simultaneously. This policy shall not include any fire fighting duties during the performance of one's paid employment.
