Township Council Minutes - November 8, 1999

COUNCIL MINUTES - NOVEMBER 8th, 1999


Council met in regular session, Monday, November 8th, 1999 at 7:30 p.m. at Mountain Grove, with all members present except Mike Beattie.

Staff members in attendance were Heather Fox and Bev Howes Irwin.

There was no disclosure of Pecuniary Interest on any item on the agenda.

Glenn Tunnock attended to present information on the proposed zoning by-law amendment for Bolton's Landing. Bill Everitt, resident of Bolton's Landing, attended as an observer.

Olden District Fire Chief, Jamie Riddell attended to bring Council up to date on the status of the new fire truck and to advise of a wiring problem in the tanker presently being looked at.

Councillor Nicolson brought forth the question concerning smoking at the Christmas Party on December 11, 1999. It was agreed it would be a non-smoking event.

Mayor MacDonald advised of several telephone calls he received on the weekend from Ernest Fry regarding Eldon Thompson's horses.

Dr. Peter Bell and Kathy Martin of the Sharbot Lake Seniors' Home attended to bring Council up to date on the requirements imposed as a result of the inspection by the Fire Department and the Fire Marshall's Office. Council agreed to prepare a motion to send a letter to Elizabeth Whitemore in support of Leona Dombrowsky's letter and a letter of support to F.M.B. for a Hostle Agreement.

The following information was received and filed: 1) AMO Release - Provincial Throne Speech; 2) News Release from Leona Dombrowsky; 3) Thank you letter from Eagle Lake Cottage Association; 4) Letter from Kennebec Lake Association re: Planning and Zoning By-laws; 5) Letter from Ministry of Solicitor General re: appeal from Seniors' Home for extension; 6) Advisement that Hinchinbrooke Santa Claus Parade time had changed from 1:30 p.m. to 1:00 p.m.

The following resolutions were passed:

That By-law #1999-55, being a by-law to amend By-law #1995-17-P4 as amended, to appropriately zone Bolton's Landing Subdivision, be read a first and second time.

That Council authorize the Public Works Manager and any or all of the Area Foremen to attend the Weather Monitoring and Winter Operations Seminar in Ottawa on November 17th at a cost of $160.50 each.

That the tender for a P.T.O. Driven Generator be awarded to Craig Construction in the amount of $6,426.20 subject to verification.

That the survey from Zurich Insurance and the advice for risk improvement be received and complied with; and further that any improvement which cannot be dealt with under the 1999 budget will be included in the 2000 budget.

That Council accept the volunteer services of the Sharbot Lake and District Lions' Club to co-ordinate the Central Frontenac Santa Claus Parade on behalf of the Recreation Committee on Saturday, December 4, 1999 at 1:30 p.m. in Sharbot Lake.

That the Clerk be authorized to purchase a computer and monitor for the front counter workstation, 2 additional user licences for the Solomon Program and Micro Soft Access software; and that an additional telephone be installed in the main office. These purchases to be financed from the Restructuring Funding.
