COUNCIL MINUTES MARCH 23rd, 1999
Council met in regular session Tuesday, March 23, 1999 at 8:30 a.m.
All members were present except Bob Harvey and Dick Harwood who were absent with
cause. Faye Putnam attended until 12:00 noon.
Staff Members in attendance were Judy Gray, Cathy MacMunn, Jim Hegadorn, Heather
Fox and Bev Howes Irwin.
Ken Gilpin, By-law Enforcement Officer attended to discuss the property owned by
Roger and Betty Babcock. Tom Varga and Darrell Kellett of the O.P.P. attended.
Ralph Babcock, Cemetery Caretaker, attended to discuss any issues of concern
with Council. He was congratulated on a job well done.

Marjorie Ralph and Christopher Ralph attended to express displeasure at paying
penalty on a piece of property under review by the Assessment Review Board.
David Bass, Deputy Cerk, Planning Coordinator for South Frontenac, attended to
make a presentation on G.I.S.
The following correspondence was received and filed: 1) Reply to Council's
letter re: firearms; 2) CP Line - Glen Tay to Havelock meeting minutes; 3)
CP Rail amending agreement; 4) Information re: Dombind; 5) Land O' lakes
Waste Management Committee minutes; 6) Quinte Conservation notice of legal
name change; 7) F.M.B. News release re: March 17th meeting; 8) The New Youth
Criminal Justice Act; 9) land ambulance information; 10) Parham Ambulance
Base information; 11) Dick Harwood's report re: Economic Development; 12)
minutes of the Tay River Watershed Plan Technical Advisory Committee; 13)
Letter from Brenda Price re: road maintenance.
A letter, which was not part of the Agenda, was presented from Jim Smith
regarding using a transformed mobile home as a church. Ian Trickett was
instructed to correspond with Mr. Smith for clarification of intent.

That Council resolution # 71 regarding the use of Parham Ballfield on
March 6 & 7, 1999 by the C.B. Club be amended as that field could not be used
due to the inadequate washroom facilities and that permission be granted for the
C.B. Club to use the Sharbot Lake Ballfield instead.

That Clyde Smith, legal counsel for Roger and Betty Babcock be advised
that Council is not agreeable to a quit claim deed from the Babcocks to the
Township and that Ken Gilpin be authorized to proceed to trial.

That Council receive the qualifications and duties of a Fire Coordinator
as submitted by the Fire and Emergence Committee and further that this position
be discussed as part of the budget deliberations.

That the Township of Central Frontenac establish a roster of eligible
charities to receive funding under the Advance Funding Program of the Ontario
Lottery Corporation and that this roster include North Frontenac Community
Services Corporation and Community Living - North Frontenac. Council recommends
to the Ontario Lottery Corporation that the monies allocated to the Township of
Central Frontenac be divided equally between the two applicants listed above.

$94.00 plus GST.
