COUNCIL MINUTES - MARCH 8, 1999
Council met in regular session Monday, March 8, 1999 at 7:00 p.m.
All members were present except Mike Beattie who was absent with cause.
Staff members in attendance were Cathy MacMunn, Bev Irwin and Ian Trickett.
Deputy Clerk, Cathy MacMunn acted in the capacity of Clerk due to the absence of
Heather Fox.
Charlie Blagden attended to express dissatisfaction with the seating
arrangements of Councillors, i.e. councillors' backs to the audience. His
comments are to be taken into consideration.
Ann Goodfellow and Cathy Elliott attended to discuss rural school issues and
hopefully eliminate the possible closure of any of our schools. They also
requested council representation at the 'Family of Schools' meeting.
Mitchell Webster attended to discuss the Lena Wakefield property on the Cannon
Road which is being converted into an art gallery and café. He requested
removal of the hydro pole, a culvert and speed bumps. He was requested to
contact Council again after he had contacted Ontario Hydro regarding the pole.

The following correspondence was received and filed: 1) Animal Control
Officer's report; 2) Announcement that MMAH Minister, Al Leach, would not be
seeking re-election; 3) Ministry of Finance CRF allocation; 4) C.P. line,
Glen Tay to Havelock information; 5) Provincial funding for Ontario Cranberry
Marketing Alliances; 6) Hinchinbrooke District Fire Department minutes; 7)
O.P.P. reply regarding cost of search and rescue for lost hunter; 8) Olden
Recreation Committee minutes; 9) Limestone District School Board information
regarding rural schools; 10) Information from KFL&A Community Care Access
Centre.
Council agreed in principle with Councillor Harwood's suggestion regarding an
Economic Development Committee. The information packages provided to each
Councillor are to be received and names of potential members are to be discussed
at the next meeting.
The photo session is to be rescheduled to April 27th at 8:30 a.m. for
Councillors and Administrative staff.
Other business was dealt with through the following resolutions:

That the agenda be adopted as amended.

That the North Frontenac Minor Ball Association's equipment be covered under the
municipal insurance for the year 1999 and renewed on an annual basis with the
approval of Council.

Mayor Bill MacDonald declared conflict of interest on motion #83 and vacated the
chair. Deputy Mayor Lloyd Lee assumed the chair.

That the following vouchers be approved for payment: Roads Batch 119 -
$353,138.83, Batch 117 - $39,663.57, Batch 108 - $33,553.62, Batch 106 -
$121,687.02; General Batch 120 - $12,037.09, Batch 115 - $6,069.76, Batch 113
- $20,936.72, Batch 110 - $1,218.32; Batch 103 - $228,141.87 and Hinchinbrooke
District Fire Department Batch 101 - $6,789.68. Total $823,236.48.

That by-law # 1998-35, being a by-law to establish a Community Program of
Recreation and a Community Recreation and Parks Committee be read three times
and passed at one meeting.

That Council advertise in the Sharbot Lake High School Yearbook at a cost
of $50.00.

That council advertise in the "Places to Retire in Canada" Directory.

That the Offer to Purchase received from Ted Magee for the property at part of
lots 12 and 13, Concessions 3 and 4, Kennebec District, in the amount of $8,000.
not be accepted, and that the Treasurer be authorized to proceed to obtain the
letter of opinion and list the property through a Real Estate Agent.

That Council adopt the Terms of Reference for the Official Plan as presented by
the Committee of Adjustment, March 8, 1999.

That council call for the request for proposals for the preparation of an
Official Plan and Zoning By-law. The request for proposals is to be advertised
in the North Frontenac News and directly to the consultants who responded to the
previous request.

That the meeting adjourn until Tuesday, March 23rd at 8:30 a.m.
