Township Council Minutes - June 7, 1999

COUNCIL MINUTES - JUNE 7, 1999


Council met in regular session Monday, June 7, 1999 at 7:30 p.m. with all
members present.

Staff members in attendance were Judy Gray, Heather Fox and Bev Irwin.

Bill Bouwa and Bill Altoft attended to present the Agreement of Purchase and
Sale for the surface rights on the Havelock to Glen Tay rail line, between the
Canadian Pacific Railway and the Township of Central Frontenac, Township of
Addington Highlands, County of Lanark, Township of Stone Mills, Township of
Havelock, Belmont and Methuen and the County of Hastings. The Mayor and Clerk
were authorized to sign the agreement.

Al Kirby and Bob Bell attended to request use of a portion of the road allowance
at Lot 21, Concession 4 and Lot 20 and 21, Concession 5, Kennebec District as a
lane way to
access their property. The Clerk was instructed to contact Brian Sears at
M.N.R. to
determine if they anticipate any problems with providing access to the property.

The following correspondence was received for information and filed: 1) Letter
from James Duthie re: ice storm clean up; 2) Letter from Quinte Conservation
Authority re: per diem and mileage payments; 3) Minutes of NCS Economic
Advisory Committee meeting; 4) Olden District Recreation Committee minutes; 5)
Kennebec District Recreation Committee minutes; 6) Frontenac Management Board
minutes; 7) Eagle Lake Property Owner's Association's newsletter; 8)
Information from M.N.R. re: raccoon rabies control; 9) Kennebec Lake
Association's 1999 Newsletter; 10) Administrative staff holiday schedule.

Councillor Elva Price and Doug Bearance advised that their recommendation, as
members of the Waste Management Committee, be that no changes be made to the
tipping fees established by by-law. Further discussion resulted in staff being
requested to contact other townships to determine what their tipping fee
schedule is and how awkward objects are handled.

Councillor Bob Harvey was requested to develop a policy to consider holding
Amnesty Days for garbage and will report back to the next meeting.

Councillor Faye Putnam reported that a Cemetery Committee had not been
organized.

Jim Hegadorn was instructed to proceed with spreading Dombind on the low traffic
volume roads as a result of receiving the approval letter from M.O.E.

Councillor Lloyd Lee advised the quotes for renovations to the municipal office
are to be received by June 14th and that the Committee is looking at all of the
municipally owned property and report back to Council.

It was decided to honour Glenn Fox, Millie Moyst, Fred Tompkins and Ken and
Hazel Kellar as 'Senior of the Year' to commemorate Seniors' month and Year of
the Older Person.

Councillor Richard Harwood presented a work plan for District 2 roads.

Discussion took place regarding downsizing Council for the Year 2000 Election
and it was decided to defer until a later meeting.

Councillor Faye Putnam was appointed to obtain prices for new signs to replace
existing identification signs as a millenium project.

Other business was dealt with through the following resolutions:

That the agenda be adopted as amended.

That the minutes of May 25, 1999 be adopted as circulated.

#242 Bob Harvey, Elva Price
That resolution #110-99 be amended by appointing Jim McPherson to the
Economic Development Committee to replace John Lee who declined the appointment.

That Dick Harwood be authorized to sign the necessary forms on behalf of
the Township of Central Frontenac to apply for funding for 2 summer students to
compile data for the Economic Development Committee. The Treasurer of Central
Frontenac will be responsible for the administration of payroll for both
students.

That Council endorse the recommendation of the NCS Economic Development
Committee that the Committee representation would be 1 member of each of the
three Councils and 2 members at large from each of the 3 municipalities for a
total of 9.

That Council establish a Y2K Committee as per the report of the Y2K
Coordinator dated June 2, 1999.

That the value of the land for the Road Closing application by Mike Rines
at Part Lot 8, Concession 10 and 11, Hinchinbrooke District be set at $500.00.

#247 Jack Nicolson, Dick Harwood
That the property known as Part 2, Plan 13R14788 Part of Lot 2, Concession
1 former Townships of Olden and Kennebec, be offered for sale at $400.00 and
that the land be declared surplus.

That the levy from the Quinte Conservation Authority be paid in the amount
of $5,882.00

That Mike Beattie attend the information session re: Southeastern Ontario
District Health Council on June 8, 1999.

#250 Dick Harwood, Doug Bearance
That the Rideau Valley Conservation Authority be advised that Central
Frontenac Council oppose the increase in Planning fees.

#251 Elva Price, Bob Harvey
That the Sharbot Lake District Snowriders be granted permission to use the
parking lot across from the Municipal Office to hold a yard sale on July 3, 1999
and that permission also be granted to hold a Soap Box Derby on Garrett Street
on July 4, 1999.

#252 Jack Nicolson, Bob Harvey
That Council receive and concur with the 18% increase for staff benefits
as outlined in the report from Morneau Sobeco.

That Council endorse the resolution from the Township of Archipelago Re:
local jurisdiction over water use.

That the following accounts be approved for payment: General Batch # 204
- $320,787.18; Olden District Fire Department Batch # 200 - $1,279.13; General
and Recreation Batch # 198 - $8,445.89; Hinchinbrooke District Fire Department
Batch 203 - $3,316.57.

That the Animal Control Officier's report be received and reviewed.

#256 Doug Bearance, Lloyd Lee
Groups or individuals doing clean up along municipal roads or on municipal
property must seek approval from the municipal office prior to going to the
Waste Disposal Site as per policy set by Council.

#257 Bob Harvey, Elva Price
That the Wagarville Road at the CPR Crossing in Parham be closed on June
20th, 1999 from 06:00 until 15:00 for repairs to the crossing. Canadian Pacific
Railway to be responsible for notification and advertising.

That the cenotaph on the grounds of the Kennebec Community Hall is part of
the tender for grass cutting which was awarded to Mike Tryan. If Mr. Tryan is
not agreeable, the tender is to be cancelled and re-tendered.

That Gordon Gaylord be reimbursed $50.00 for cutting the grass at the
cenotaph at the Kennebec Community Hall.

That this meeting adjourn until Tuesday, June 22, 1999 at 8:30 a.m.
