Township Council Minutes - July 27, 1999

COUNCIL MINUTES - JULY 27th, 1999


Council met in regular session, Tuesday, July 27th, 1999 at 8:30 a.m. with all
members present except Mike Beattie who was absent with cause. Faye Putnam
attended until 12:10 p.m.

Staff members in attendance were Judy Gray, Ian Trickett, Jim Hegadorn, Heather
Fox and Bev Howes Irwin.

Wes and Wayne Haddock attended to request the services of the Fence Viewers to
arbitrate a dispute over the responsibility for a line fence marking the
boundary between Wes Haddock's property and Ralph Babcock's property.

Jill Hamilton, Bill Bowick and Cindy Cassidy attended to present an overview of
the Trans Canada Trail water relay 2000.

Council agreed that the list of Building Permits issued need only be submitted
on a quarterly basis.

The Equipment Rental Rate Quotes were opened and copies are to be provided to
Council for discussion at the next meeting.

The issuing of Long Service Awards to employees was discussed and a decision is
to be reached at a future meeting.

Councillor Harwood updated Council on Ontario East Economic Development.

The following information was received for information and filed: 1) Beach
sample reports from the Health Unit; 2) Track bed clean up volunteer report;
3) Activity Report from Parham Ambulance Base; 4) F.M.B. minutes of June
21, 1999; 5) 9-1-1 minutes from September 1998.

Other business was dealt with through the following resolutions:

That the agenda be adopted as amended.

That the minutes of July 12, 1999 be approved as circulated.

Lloyd Lee declared conflict of interest on motion #306 stating that he is the
registered owner of one of the properties being considered for a tax adjustment
as the property is no longer used for commercial purposes. Mr. Lee vacated the
room during discussion and passing of the following resolution:

#306 Dick Harwood, Faye R. Putnam
Pursuant to Section 442 of the Municipal Act, R.S.O. 1990, c. M.45, tax
adjustments be approved on the following properties based on changes in
assessment as indicated:
Roll number 040020009050000, Lloyd Reynolds Lee, from commercial to
residential;
Roll number 040060094000000, Barry Douglas Sommerville, $49,500.00 to
$22,500.00;
Roll number 030010298230000, Norman Roger Scott, $26,500.00 to $
13,600.00;
Roll number 020010155000000, William James Ward, $41,000.00 to $6,000.00;
Roll number 040030122280000, David R. Hoover, $97,000.00 to $24,500.00;
Roll number 040040059000000, Thomas J. McAlister, $52,000.00 to
$29,000.00.

Mr. Lee returned to the room after this motion was carried.

That severance application # B-23-99-HI, Alex M. Hamilton be received and
reviewed.

That the following vouchers be approved for payment : Hinchinbrooke
District Fire Department 253 - $429.20; Oso District Fire Department Batch 252
- $1,073.44; Roads Batch 250 - $79,228.15; General Batch 247 - $3,272.64;
Roads Batch 246 - $47,728.22.

That $950.00 cash balance from investments plus $4,050.00 be invested by
the treasurer at the highest rate of interest.

That the Clerk and Chief Building Official investigate a Pool Fencing By-
law for the next meeting.

#311 Dick Harwood, Faye R. Putnam
That where a beaver dam on private property is causing flooding, erosion
or any damage to a township road, the property owner shall be requested to
remove the dam immediately. Failure to comply shall result in the property
owner being responsible for all costs incurred by the municipality for removal
of the dam.

That the Public Works Manager be authorized to purchase new equipment as
identified in the budget by invitational tender.

#313 Bob Harvey, Elva Price
That the quote of Riddell Pavement Markings for painting lines on Roads
509 and 38 in the amount of $19,419.77 (tax included), subject to verification
of figures by staff, be accepted.

#314 Jack Nicolson, Doug Bearance
That approval in principle be granted to Derrick and Anita Hole to use the
5th lot line road allowance as a secondary access to their property subject to a
signed agreement.

That the backhoe from District 1 be available for the horse draw at Parham
Fair on August 14th, 1999 and that Larry Wisteard be authorized to operate same.

That an ad be placed in the North Frontenac News to hire someone on a
commission basis to sell dog tags door-to-door at $5.00 per tag.

That motion #284-1999 be rescinded due to the fact Tarasick Carpentry's
tender was not according to the required specifications regarding doors.

#318 Doug Bearance, Bob Harvey
That the quote from Wendy Thompson in the amount of $1,081.08, including
taxes, to supply and install carpet at the Olden Library Building be accepted.

#319 Bob Harvey, Jack Nicolson
That the request of Participaction, Toronto to endorse the Trans Canada
Trail Relay 2000 as one of the Township of Central Frontenac's official
millennium celebration be endorsed and forwarded to the local Millennium
Steering Committee for its consideration.

That Steve Tarasick's quote of $7,450.00 to renovate the municipal office
be accepted.

That tenders be prepared to build 2 offices at the end of the Council
Chambers presently occupied by the Building Inspector and the Public Works
Manager and currently divided by cloth partitions.

That a by-law be prepared to allow Bob Bell and Al Kirby to make
improvements to the unopened road allowance at Part Lot 21, Concession 4 and
Part Lots 20 and 21, Concession 5, Kennebec District and that the by-law set
forth conditions which must be adhered to.

That Council accept Lloyd Lee's letter of resignation from the Municipal
Property Committee.

That repairs to the air conditioning unit in grader # 28 be done in the
Spring of 2000.

That the resolution from the Township of Colborne regarding the
calculation of the Farm Tax Rebate and Managed Forest Program be received and
filed.

#326 Bob Harvey, Elva Price
That the Clerk be authorized to write to the Ministry of Natural Resources
to express Council's interest in assuming ownership of the Sharbot Lake Small
Craft Harbour Facility.

#327 Dick Harwood, Faye R. Putnam
That the Council of the Township of Central Frontenac advise the F.M.B.
that it requests the delegation of the sub-division approval to the lower tier
when approval authority has been delegated to the upper tier by the Province.

That quotes be obtained for the supply of 2 aluminum docks with pressure
treated decking to be installed at Eagle Lake Beach and that the docks be funded
from the 5% account.

That permission be granted to move the air conditioning unit from the
former Kennebec Municipal Office room window to the Kennebec Hall kitchen
window.

That the abutting property owners to the K & P abandoned track bed be
invited to attend a meeting, as requested by Frances Thurlow on behalf of the
owners, on August 19th, 1999 at 7:00 p.m. at Parham I.O.O.F. Hall.
