COUNCIL MINUTES - JULY 12th, 1999
Council met in regular session Monday, July 12, 1999 at 7:30 p.m. with all
members present. Councillor Lloyd Lee attended until 9:40 p.m.
Staff members in attendance were Judy Gray, Heather Fox and Bev Irwin.
Jim MacPherson attended to bring Council up to date on the Economic Development
Study Project and to request a letter of support from Council for their
application to become a "Smart Community Demonstration Project".
Rodger MacMunn attended to discuss Community Signs, in particular the type of
signs available, life expectancy, maintenance requirements and cost. No
decision was reached.
Rob Clow and Bill and Frances Thurlow attended on behalf of the Frontenac
Landowners' Association regarding the K & P right-of-way and requesting a
meeting of Council and the abutting property owners before any decisions were
reached and before any public meetings were held. Mrs. Thurlow also requested a
list of names and addresses of abutting property owners.
The 8:30 delegation, Murray Middleton, did not appear before Council.
Councillor Beattie advised of complaints regarding the Eagle Lake dock. The
Hinchinbrooke Recreation Committee is to be requested to investigate.
Mayor MacDonald advised that the Clarendon Station millennium project was no
longer viable as the owners were asking $50,000 for the building.
Councillor Elva Price advised that Connie Wellman suggested the plastic bins be
used for cans and the glass bins be used for plastic and tarped. The glass is
to be stockpiled in one location. Council agreed to these changes.
The Clerk was instructed to write a letter to Steve Hannah at Kennebec Camp to
request a decrease in noise levels during the camp period in consideration of
the surrounding property owners.
Councillor Jack Nicolson advised that there will be a meeting at Kennebec
Community Hall on August 14, 1999 at 10:00 a.m. to review the road names as
prepared by the 9-1-1

Committee. Formal public meetings will be held for all of Central Frontenac
later in the fall.
The following information was received for information and filed: 1) Animal
Control Officer's report; 2) Building Official's report of permits issued
January 1 - June 30, 1999; 3) Letter from Library Board re: Parham Library;
4) List of Ontario Deputy Ministers; 5) List of Parliamentary Assistants; 6)
Health Inspection Report of Piccadilly Hall; 7) Ontario Property Assessment
Corporation Newsletter; 8) Municipal Property Registry by District; 9)
Agenda for July 14th Joint Council Meeting; 10) Kennebec District Recreation
Committee minutes; 11) Mountain Grove Cemetery Memorial Service financial
report.
Other business was dealt with through the following resolutions:

That the Public Works Manager be authorized to have the air conditioning
unit repaired in Grader # 28 at a cost of $1,800.00 provided that the repairs be
guaranteed for a minimum of one year.

included with the letter of intent to become a "Smart Community Demonstration
Project."

Centre and that the public be made aware of the signs.

Councillor Lee left the meeting without voting, therefore it is considered
a nay vote.

That the Township of Central Frontenac objects to the Minister of Natural
Resources cancellation of the spring bear hunt and supports the position taken
by the Ontario Federation of Anglers and Hunters outlined in their letter of
June 30th, 1999.

That the Township of Central Frontenac endorse the resolution of the
County of Essex to petition the Federal and Provincial governments to bring
forward a comprehensive infrastructure program for municipalities which will be
funded equally by the Federal, Provincial and Local governments.
