COUNCIL MINUTES - JANUARY 26, 1999
Council met in regular session Tuesday, January 26, 1999 at 8:30 a.m.
All members were present except Jack Nicolson who was absent with cause. Faye
Putnam left at 12:00 noon.
Staff members in attendance were Cathy MacMunn, Judy Gray, Jim Hegadorn, Bev
Irwin and Heather Fox.
Debbie Hartwick attended and participated in the discussion of the Public Works
Manager's Report regarding the ice storm clean up. Mrs. Hartwick's objection
was to the evergreens in front of her property being trimmed. The offers to
trim all sides of the trees or remove the trees were declined by Mrs. Hartwick.
The following correspondence was received and filed: 1) Ambulance Workshop
notes; 2) North Frontenac Arena Board minutes; 3) Minutes of Rural-Urban
Liaison Committee; 4) Thank you note for District 2 Road Crew from Erwin and
Kate Klages; 5) 9-1-1 Committee financial statement; 6) Minutes of Frontenac
Management Board; 7) FMB Administrative Report re: Bill 79.
The Clerk was instructed to respond to correspondence from Eagle Lake Property
Owners Association, Sue Rawson, S. Hinschberger and Frank Farnsworth.
Two cemetery tenders were received. Lloyd Lee and Bob Harvey were appointed to
interview the person who submitted the lowest tender - Randy Hole. The purpose
of the interview is to make sure Mr. Hole understands the scope of the work, the
costs involved and determine if he has enough equipment to adequately do the
job.
Council verbally agreed to the Clerk compiling some history of the Township of
Central Frontenac.
Other business was dealt with through the following resolutions:

That the minutes of January 11, 1999 be adopted as circulated.

That the policy adopted by Council under the "Scope of Work" section of
the contracts for the ice storm brushing remain in effect until the conclusion
of the project.

That the Public Works Manager be authorized to obtain quotes for 3,000 cu.
yards of winter sand.

That staff salaries be adopted by Council as per the approved report for
1999 retroactive to January 1, 1999.

Bill MacDonald declared conflict of interest on motions #47 and 48 and vacated
the chair. Deputy Mayor Lloyd Lee assumed the chair.

That Road Voucher (Batch 61 and 67) be approved for payment in the amount of
$347,521.69.

It is moved that the Mayor's salary be increased by $2,500.00 annually.

That Council accept Ralph Babcock's bid for $29,480.00 for the cemetery
tender.

That the preliminary budget be received from Mississippi Valley Conservation
Authority showing a proposed increase of $126.00.

That the following be authorized to attend the ROMA Conference February

Mike Beattie and Bob Harvey.

That the Township obtain a membership in the Ontario Association of Committee of
Adjustment in the name of Cathy MacMunn.

That one member of staff be appointed to the Lennox and Addington,
Frontenac, Leeds and Grenville Training Board.

That the invoice from Grange W. Elliott Ltd., for the work done at Part
Lot 10, Concession 7, Kennebec District (Newlove Road) be paid in the amount of
$3,541.70.

The Township of Central Frontenac does not oppose the application of
Leslie Allan Gray to request payment of $10,420.28 plus accrued interest, if
any, pursuant to subsection 10(3) of the Municipal Tax Sales Act, R.S.O. 1990,
c.M.60, as amended and that the Municipal Solicitor, Tim Wilkin, be
authorized

to communicate Council's intent to the Court; and further that the Mayor
and Clerk be authorized to sign any documents as may be necessary. Also, that
any cost be born by Mr. Gray.
