Township Council Minutes - January 5, 1999

COUNCIL MINUTES - JANUARY 5, 1999

Council met in regular session, at 6:00 p.m. on Tuesday, January 5, 1999 with
all members present except Faye Putnam who was absent with cause.

Staff members in attendance were: Judy Gray, Bev Howes Irwin and Heather Fox.

The purpose of the meeting was to discuss fire department related issues with
the Fire Chiefs and Deputy Chiefs of each department and other Council business
as outlined on the agenda should time allow.

The following fire members were in attendance:
Hinchinbrooke District - Chief Paul Lowery and Deputy Chief Bernie Quinn
Kennebec District - Chief Bob Downes
Olden District - Chief Jamie Riddell and Deputy Chief Art Cowdy
Oso District - Chief Mel Conboy and Deputy Chief Joe Sproule

The delegation presented an agenda compiled of eleven (11) items which they
wished addressed as follows:

1. New pumper truck for Olden District - resolution passed

2. Cascade System for refilling air bottles to be located at Oso District Fire
Hall - resolution passed.

3. Ice Water Rescue Equipment: Suggested that all four District Fire
Departments have basic ice water rescue equipment plus proper training due to
the time factor involved in a response. Council expressed concerns about the
safety of fire fighters to be actively engaged in ice water rescue. The fire
fighters expressed concern of not responding when someone is in trouble. Chief
Lowery noted a by-law has to be passed to engage in ice water rescue. It was
pointed out that donations had been made towards ice water rescue equipment in
memory of the late John Gable. No resolution was passed but Council indicated
that any money received from memorial donations should be used for the purpose
in which it was intended and it was up to the departments whether they wished to
purchase further equipment from their Association fund.

4. Wild fires: suggested that our current rate of $8.00 per hour be increased to
$15.00 per hour - resolution passed.

5. Fire Chief Position for all four districts should be discussed and considered
- The Fire and Safety Committee agreed to discuss the issue further at their
meeting and make a recommendation to Council.

6. Fire Regulating By-law for Central Frontenac. The Fire and Safety Committee
again to make a recommendation.

7. Bedford District, in South Frontenac, Bradshaw, Bob's Lake and Crow Lake
Areas should be looked at A.S.A.P. The Fire and Safety Committee to make a
recommendation.

8. Highway calls on Highway #7. Money received from M.T.O. or an Insurance
Company should be split with the Fire Department and Central Frontenac -
resolution passed.

9. Fire Prevention: Smoke alarm information should be sent with the tax bills -
Council agreed and the departments discussed preparing a brochure to be sent
with the tax bill.

10. Wildfires: Who issues a charge and enforces the charge and how much should
the fine be? - By-law # 1998-15 has established the fine and the Fire Chiefs are
authorized by Provincial legislation to lay the charge.

11. North Frontenac Arena: They have no fire alarm system, Portland District
Fire Chief, Ken Kent, had a complaint and will be following up with a letter -
this item was for Council information only.

The Fire Departments were thanked for attending and this portion of the meeting
was closed.

Item 6(1)(a) of the regular agenda being the Clerk-Administrator's Review of
1998 and Goals for 1999 was discussed. Each Councillor commented on the report
with positive remarks.

Item 12 (e) of the agenda, regarding 3 people to be appointed as a Property
Standards Committee was discussed and the Clerk was instructed to prepare a By-
law for the next meeting to appoint Mike Beattie, Jack Nicolson and Bob Harvey
to the Property Standards Committee for Central Frontenac.

Judy discussed the option of sending notices to property owners with tax arrears
of 3 years and requested that a policy be set. She was instructed to proceed
with the notices and a policy will be established in the near future.

The following resolutions were passed:

#1 Bob Harvey, Dick Harwood
That the firefighters of Central Frontenac get paid $15.00 per hour to fight
wildfires. Wages to be paid only to certified wildfire firefighters.

#2 Elva Price, Jack Nicolson
That the following rental rates for fire fighting equipment for wildfire
suppression be established:
Pumper Truck: $300.00/hour for first hour, $120.00/1/2 hour or part
thereafter
Tanker Truck: $300.00/hour for first hour, $120.00/1/2 hour or part
thereafter
Personal Vehicle: .32 cents/km. after arrival at the fire
4 Wheel Drive: $50.00/day, $25.00/1/2 day
Boat & Motor: $50.00/day, $25.00/1/2 day
ATV: $50.00/day, $25.00/1/2 day
Farm Tractor: $50.00/day, $25.00/1/2 day

#3 Jack Nicolson, Doug Bearance
That Council agree in principle to the purchase of a pumper/tanker truck for
Olden District Fire Department and that financing be established when the budget
is struck.
Carried

#4 Jack Nicolson, Doug Bearance
That the compressor system quoted at $19,952.05 plus applicable taxes be
approved in principle.
Carried

#5 Richard Harwood, Bob Harvey
That any monies received from calls to Highway 7 be deposited into a Fire
Purposes Reserve Fund.
Carried

#6 That registration for WETT training be paid for Derek Matson in the amount
of $775.00
Carried
