COUNCIL MINUTES - FEBRUARY 15, 1999
Council met in regular session Monday, February 15, 1999 at 7:00 p.m.
All members were present.
Staff members in attendance were Cathy MacMunn, Judy Gray, Jim Hegadorn, Bev
Irwin and Ian Trickett.
Deputy Clerk, Cathy MacMunn acted in the capacity of Clerk due to the absence of
Heather Fox.
Margaret Axford, representing Pine Meadow Nursing Home, attended to request a
donation. She was advised that her request would be discussed during budget
deliberations.
Jim MacPherson attended to discuss the Community Information Meeting to be held
February 27, 1999 at Sharbot Lake High School.
Mary Stinson attended to request additional space at the former Olden office,
two sets of keys and a rider on the municipal insurance policy to cover the
stored equipment valued at $30,000.
The following correspondence was received and filed: 1) Ken Gilpin's report;
2) Around the Rideau Brochure; 3) Report from M.O.E. re: Hinchinbrooke and
Oso Waste Disposal Sites; 4) Kennebec Recreation Committee minutes; 5) Thank
you letter from Dale McPherson re: roads; 6) Minutes of Eastern Ontario Trails
Alliance and draft agreement; 7) Copy of a letter from S. Hinschberger re:
Road 38: 8) Letter from Portland District Fire Department re: alarm at North
Frontenac Arena; 9) Letter from Ontario Property Assessment Corporation re:
responsibility for property assessment; 10) Staff Y2K report; 11) Staff
report re: millenium funding; 12) Letter from Rideau Valley Conservation
Authority re: Ice Storm clean up; 13) Motion to endorse from Town of
Tillsonberg re: restricting and regulating rottweiller and pit bull dogs through
the Municipal Act; 14) Information from Municipal Recreation Association
Conference.

It was decided not to participate in the Operation Re-Leaf Program.
Other business was dealt with through the following resolutions:

That the agenda be adopted as amended.

That the North Frontenac Minor Ball Association be granted permission to use the
"photo copy room" at the former Olden Township Office to store uniforms and any
insurance coverage on these contents would be the responsibility of the Minor
Ball Association. Further that 2 keys be provided to the President, Mary
Stinson to access the building.

That Ian Trickett be authorized to attend the "Change of Use" course in
Kingston, March 1-3, 1999. Registration fee of $275.00 to be paid plus
expenses.

That Council set a fee of $100.00 for the application and installation of
an advisory road sign.

That the quotation for additional winter sand in the amount of $20,971.50,
taxes included, be accepted from Crains' Construction Ltd.

That the Township of Central Frontenac budget in 1999 for a membership to
the Conference Board of Canada in the amount of $475.00.

That Ralph Babcock's tender for the care and maintenance of the municipally
owned cemeteries be accepted in the amount of $29,480.00; as well as opening and
closing graves as follows: winter $170.00 and summer $120.00. Further that Mr.
Babcock be paid in accordance with his draft pay schedule.

Bill MacDonald declared conflict of interest on motion #66 and vacated the
chair. Deputy Mayor Lloyd Lee assumed the chair.

That the following vouchers be approved for payment:
General - batch 79 - $5,206.37, batch 83 - $31,185.34, batch 99 - $2,886.50,
batch 95 - $1,928.92; Roads - batch 77 - $55,310.00, batch 88 - $209,655.30,

That By-law # 1999-38, being a by-law to amend Oso and Hinchinbrooke District
Property Standards By-law, be read three times and passed at one meeting.

That By-law # 1999-39, being a by-law to appoint a Property Standards Committee
be read three times and passed at one meeting.

That the Recreation By-law be tabled until the next meeting.

That Council endorse the resolution from the City of Welland re: Bill 79.

That the request from the Northern Lights C.B. Club to use the Parham
Ballfield to throw a Charity Snowball Tournament March 6th & 7th be approved
with the
following conditions: 1) That they clean up the garbage; 2) That they
cannot use the washrooms in the canteen and; 3) They are responsible to do the
snowplowing.

That Ken Gilpin be authorized to negotiate a contract with the Kingston
Humane Society on behalf of the Township to use their facility as a pound and to
provide services which will best serve the residents and ratepayers.

That the Rideau Valley Conservation Authority 1999 levy showing a decrease
of $10.07 be accepted.

That the request from Good & Elliott dated January 5, 1999, on behalf of
Gordon & Ella Dermott to stop up, close and deed a portion of the road allowance
at part lot 25 and 26, Concession 1, Hinchinbrooke District be approved in
principle.

That Bob Harvey attend the Rideau Valley Conservation Authority Tay River
Watershed Plan Meeting on February 23rd at 9:30 a.m.; further that the regular
rate of $60.00 plus mileage be paid.

That Council approve the purchase of a compressor for the Fire and
Emergency Departments in the amount of $19,952.05 plus installation and
applicable taxes.

That the Clerk be authorized to prepare a By-law to allow the interim
billing of residential taxes with due dates March 26th and April 23rd, 1999.

That Richard Harwood and one other member attend the Economic Development
Conference on March 10th and 11th, 1999 in Kingston. Cost to be covered.
