Township Council Minutes - August 24, 1999

COUNCIL MEETING – AUGUST 24TH, 1999


Council met in regular session Tuesday, August 24th at 8:30 a.m. with all
members
present. Councillor Faye Putnam attended until 12:00 noon.

Staff members in attendance were Judy Gray, Jim Hegadorn, Ian Trickett, Bev
Irwin and
Heather Fox.

Mr. Barnett spoke to Council to explain the reason for the section 442
application for
resolution of taxes for Dora Scott, stating the property had been assessed
twice.

Dick Harwood and Gordon McRae presented an update on the work completed to date
by
the students hired by the Economic Development Advisory Committee.

Jack Patterson discussed the letter of complaint received about his use of the
public
access at Part Lot 20, Concession 9, Kennebec District. He recognized he doesn’t
own
the property but does maintain it. Council did not feel his use of the property
constituted
a problem or interferred with anyone’s use of the access.

Council agreed that the contracts for plowing and sanding side roads be re-
formatted to
more closely follow the guidelines of the tandem plowing and sanding tender.

Council agreed with the proposal for winter sand tendering as per the Public
Works
Manager’s Report of August 24, 1999.

Mr. and Mrs. Paul Williams attended to observe the discussion of the turn around
property at the end of the Newlove Road. Council requested that Mr. Williams
submit a
cost analysis of the work to complete the turn around.

The quotes were received for the Arden Waste Disposal Site. Due to the number
and
diversity of those received, it was decided that staff would review and prepare
a report for
Council.

The Clerk was requested to invite Mr. Duane Blanchard from the Department of
Fisheries
and Oceans to attend the next meeting of Council to discuss swimming at the
Government Dock in Sharbot Lake.

Councillor Faye Putnam and Doug Bearance were appointed to investigate the
number of
“Community Signs” required and to obtain additional quotes.

Councillor Jack Nicolson requested that stop signs and/or yield signs at
intersections be a
budgetary item in 2000.

Councillor Mike Beattie received permission from Council to discuss with Marsden
Kirk
his letter to the North Frontenac News regarding the coverage of the Canada Day
Parade
and the fact that not all participants were named.

Council agreed to charge persons for leaving garbage at the gate of any of the
waste
disposal sites.

Pursuant to Section 442 of the Municipal Act, R.S.O. 1990, c.M.45, tax
adjustments be approved on the following properties based on changes in
assessment as indicated:
Roll number 020010267000000, Dora Scott – roll number deleted due to gross
or
manifest clerical error;
Roll number 030010298100000, Christopher Paul Presley, assessment reduced
to
$8,800. due to building being razed by fire;
Roll number 010030031000000, Township of Central Frontenac, property tax
exempt as now vested to the township.

That Council proceed with the publication of a History Book as a
Millennium
Project and further that funding not be applied for as the project will be self-
sufficient.

That new Canadian flags be purchased for municipal buildings where flags
existed before as well as a flag pole and flag for the Municipal Office from
Jaes
Distributors at a cost of $85.00 for the pole and $24.16 each of the flags.

That the following vouchers be approved for payment: General Batch 273 -
$126,845.87; General Batch # 283 - $801,659.03; Oso District Fire Department
#274 - $892.01; Olden District Fire Department Batch #277 - $1,276.73;
Kennebec District Fire Department Batch # 276 - $7,453.79; Hinchinbrooke
District Fire Department Batch # 275 - $3,786.91.

That the Chief Building Official be instructed to proceed with action for
non
compliance with work orders issued.

That a letter be forwarded to the Health Unit to object to the fees being
charged
for permits as quoted in their letter of August 19, 1999 and that a
representative
attend Council to justify the fees.

Township of Central Frontenac approve a $600.00 addition to the funding
for a
student to extend the Economic Study to 16 weeks.

That resolution # 144-98, passed March 24, 1998 be rescinded and that all
staff
revert back to the normal work hours of operation at the end of the 1999 summer
season and for the future.

That the tender #99-18 for surface treatment submitted by Miller Paving be
accepted in the amount of $14,998.19 including taxes.

That tender # 99-19 for 2 rubber tire backhoes from J.C.B., in the amount
of
$107,600.00 including tax and trade, be accepted subject to review by staff.

That tender #99-20 to install CSP Cross Culvert submitted by G.E. Matson
and
Sons in the amount of $2,500.00 including taxes be accepted subject to review.

#366 Jack Nicolson, Dick Harwood
That the matter of reduction in size of Council be referred to the
electors at the
next municipal election and that the various options be presented on the ballot
at
that time.

That the request from the Olden District Recreation Committee to have a
letter
from Council stating that the Recreation Committee is requesting donations for
door prizes for the Millennium Dance to be held New Years Eve, and with
proceeds to assist in the purchase of a new fire truck for Olden District Fire
Department, be approved.

That Henderson U.C.W. be granted approval to erect a wooden children’s

standards are met.

That a by-law be prepared to establish to rate of pay for fence viewers at
$40.00
plus mileage and for Livestock Valuers at $25.00 plus mileage.

That an ad be placed in the North Frontenac News to receive applications
for
Livestock Valuers and Fence Viewers.

That Lloyd Lee be appointed to the Elk Restoration Committee at the
regular per
diem per meeting plus mileage.

That Eastern Ontario Trails Alliance be requested to send a questionnaire
to all
abutting property owners along the K & P Rail Line addressing the concerns
expressed and asking whether or not the land owners are in favour, or not in
favour, of a trail.

That By-law #1999-53 being a by-law to prohibit, regulate and abate noises
and
public nuisances within the Township of Central Frontenac be passed a first,
second and third time at one meeting.

That Council go into a Committee of the Whole to discuss a personnel
matter.

That Council arise from Committee of the Whole without reporting due to
the fact
a personnel issue was discussed.

That the meeting adjourn until September 13, 1999 at 7:30 p.m. at Mountain
