COUNCIL MINUTES APRIL 27, 1999
Council met in regular session Tuesday, April 27, 1999 at 8:30 a.m. with all
members present. Doug Bearance and Faye Putnam attended until 12:10 p.m. Mike
Beattie attended until 12:40 p.m.

Staff members in attendance were Judy Gray, Cathy MacMunn, Ian Trickett, Jim
Hegadorn, Heather Fox and Bev Irwin.
George Hiles of the Sharbot Lake and District Lions' Club gave an update on the
Band Shell being built at Oso Beach and requested a storage place for the 9
front panels during the summer months.
Wayne Harris, Jim MacPherson and Bill Bowick made a presentation to Council
regarding acquisition of the old K & P Line right-of-way.
Bruce Millen and Connie Brobeck discussed the possibility of forming a
committee to ensure that roadside maintenance and environmental issues were
taken into consideration when decisions were being made. It was suggested they
proceed to form their own committee and make recommendations to Council.
David Taylor and Lynn Preston made a presentation regarding the Tay River
Watershed Plan.
Michael Dawber attended regarding publishing a book on the History of Central
Frontenac as a Millenium Project.
Tanie Stacey, Adele LaFrance and Dave Duffy attended to explain the concept of
"Ontario Works" and to invite Council to tour the resource centre they operate
at North Frontenac Community Services.
Staff reports were given.
Council minutes April 27th, 1999
The following correspondence was received and filed; 1) Kennebec Recreation
Committee minutes; 2) Notes from the "Changes, Challenges and Opportunities"
day February 27th; 3) Letter from Anne Campbell expressing displeasure with the
ice storm clean up; 4) Newsletter # 7 regarding preservation of the Frontenac
County Courthouse; 5) Letter from Zurich Insurance to William Bishop denying a
claim against the Township; 6) Draft copy of the work plan for the Tay River
Watershed Plan; 7) Letter from Jeff Hamilton requesting restitution for damage
to his property during the ice storm clean up; 8) Letter from David Praskey
regarding municipal responsibilities and environmental stewardship; 9)
Information regarding Ontario Municipal Recreation Association 53rd Annual
Conference.
Ian Trickett was authorized to attend a free seminar on May 20th at Napanee
sponsored by the law firm of Cunningham Swan regarding building and fire
inspectors and the performance of their duties.
It was decided that the Public Works Manager's report no longer include the
copies of the crews' time sheets.
Authorization was given for Jim Hegadorn to further investigate training courses
for grader operators and proceed with the most cost effective training.

That the Public Works Manager be authorized to contract a sweeping-vacuum
truck to clean the street as per his report dated April 21st, 1999.

That Council will assume a turn-a-round at the end of the Newlove Road on
land owned by 873034 Ontario Ltd. provided there is no cost to the Township in
clearing the land, fencing, surveying and deeding it to the municipality. Also,
that the road allowance adjacent to this land be brought up to a standard
approved by the municipality and deeded as well.

That the Township of Central Frontenac approve, in principle, the
acquisition of a right-of-way within the borders on, or along, the former K and
P Rail Line to accommodate the Trans Canada Trail and, that the public be kept
informed of all actions on this project through the public meeting process.

That the Township of Central Frontenac supports in principle the watershed
plan on the Tay River Watershed.

That the Township of Central Frontenac apply for millenium funding to
produce a history of the Township of Central Frontenac to be compiled by Michael
Dawber and that the township work in conjunction with the Historical Society for
Trillium funding.

in the storage shed at the District # 3 Garage.

accepted to prepare the Official Plan and Zoning By-law.

and remove garbage at the Parham Ball Field be accepted.

That a vacuum cleaner be purchased for use by the caretaker of Olden
District buildings under the direction of the Public Works Manager.

That approval be granted for Sandra Moase to install a 11/2 " pipe through
existing culverts presently in place to draw water from the lake to her property
under the direction of the Public Works Manager with the understanding that
should any complications arise, the pipe is to be immediately removed.

That the Canteen at the Parham Ball Field be leased to Corey Thompson at a
fee of $100.00 for the season, and that the canteen is to be open for all ball
games. Permission is to be received from the Parham Fair Board if desirous to
have the Canteen open during Parham Fair.

Mayor, Bill MacDonald, declared conflict of interest on Batch # 166 of
resolution # 166 and vacated the chair. Deputy Mayor Lloyd Lee assumed the
chair.

Central Frontenac will provide $4,800.00 to support Economic Development
within the region in order to hire students and assimilate data to determine the
best development strategy.

That the Township of Central Frontenac declare the week of November 1 to
7, 1999 as "Waste Reduction Week '99" as requested in item of 1 of the letter of
April 16, 1999 from the Recycling Council of Ontario; and further that Council
not participate in items 2 and 3 of the same letter.

That Pam Asselstine, Lindsay Fox, Cyndi Riley, Jaskirn Basra, Amanda
Snider and their Grade 5 class at Sharbot Lake Public School be thanked for
designing and painting signs to encourage recycling and that the Township will
erect the signs along the roadway to the Oso Waste Disposal Site.

That the following be authorized to attend the seminar at the Ambassador
Hotel on May 6, 1999 entitled "Getting Sued Can Ruin a Good Party - How to

p.m. - 9:00 p.m. at the regular Council rate plus mileage: Bill MacDonald.

That Council endorse the resolution of the Town of Oakville re: Requesting
the Province to identify how municipal and community group investments are to be
protected if school sites are to be disposed.

site operations June 2nd and 3rd at the Holiday Inn, Kingston and that

That Council approve in principle, the request from Jim and Sandra
MacDonald to stop up, close and sell to the abutting property owners the
unopened road allowance between Concession 10 and 11, at Lot 11, Olden District.

That Lloyd Lee, Elva Price, Bob Harvey and Jack Nicolson, plus staff as
required, be appointed to a committee to investigate a short term solution and a
long term plan for the Administration Office, Council Chambers and other
Municipal Responsibilities.
