COUNCIL MINUTES APRIL 12th , 1999
Council met in regular session Monday, April 12, 1999 at 7:30 p.m. with all
members present.
Staff members in attendance were Judy Gray, Cathy MacMunn, Ian Trickett, Heather
Fox and Bev Howes Irwin.
Dave Gemmill of Parham Ambulance made a presentation to Council of the service
provided and how the area is covered when his ambulance is in use.
Mike Rines attended to request approval in principle for a road closing at
Chippego Lake.
Glenn and June Fox attended to discuss the flooding at their home on January 24,
1999.
Ella Arney attended to discuss apple trees cut during the ice storm brushing.
Joanne Pickett requested an audience with Council but was unable to attend,
however her husband Pat Maloney was allowed to speak in her absence. He
expressed displeasure with the ice storm brushing policy.
David Praskey attended to also express displeasure with the ice storm brushing
policy.
Gerald Wilkes attended to request compensation for trees cut down during the ice
storm clean up on property he indicated was his.
Kerry and Isobel Kelsey were not on the agenda but with Council's approval were
given time to address Council. Their concern was that members of the public
were allowed to dictate to the brushing crews, which trees could be cut, and
trees creating safety hazards were being left.
Vernon Scott was also allowed to address Council to express his concern that the
safety of the residents should be Council's mandate and that the ice storm
brushing should be continued using the policies already adopted.
The Mayor advised that due to an issue of the North Frontenac News not being
published, the deadline on the gravel tender had been extended to April 19,1999
at 1:00 p.m. It was decided to open the tender at the meeting of April 27,
1999.
The following correspondence was received and filed: 1) Ken Gilpin's Animal
Control Report; 2) Reply from Tony Clement regarding Mrs. Hinschberger's
concern about Road 38; 3) Around the Rideau Brochure; 4) Reply from Jim and
Jean Miller re: Clarendon Station as a millenium project; 5) Report from
Michael Dawber re: publishing a book as a millenium project.
Councillor Nicolson requested that street sweeping in Kennebec District be
reverted back to the old way i.e. hire people to sweep by hand rather than use
the sweeper owned by the municipality. It was decided the Roads Department were
to do the job in the most efficient way.
The Public Works Manager was authorized to investigate whether ice storm
brushing funding is jeopardized because of media coverage.
Budget was briefly discussed and a zero percent increase was decided to be the
starting point.
Bev Howes Irwin was requested to investigate what other agencies could, would or
should be housed in the municipal office.

to prepare an Official Plan and Zoning By-law for the Township of Central
Frontenac. Interviews to be held on 26 April 1999 at 6:00 p.m. at the Township
Office.

That Council approve in principle the stopping up, closing and sale of a
portion of the road allowance between concessions 10 and 11 at lot 8, described
as part 5 of plan 13R7768 and part 1 of plan 13R4840 in Hinchinbrooke District;
and further that the aforementioned road allowance be hereby declared surplus by
the Township of Central Frontenac.

taxes in full.

That the software to upgrade our system for Bill 79 purposes be purchased
in the amount of $2,000. and that amount will be billed to the Province of
Ontario for reimbursement.

That Glen Matson be contracted to remove the bandshell at the Oso Beach at
a cost of $1,000. plus G.S.T. Due to the fact both tenders were the same, the
decision was reached by a draw from the hat.

That the Clerk be instructed to reply to Mr. Robert Howland's letter
regarding bag tags as a result of the discussion at the meeting.

That Council tender for repairs on the Government Dock and Wharf in
Sharbot Lake and Crow Lake subject to 50% funding from the Department of
Fisheries and Oceans.

That the Olden District Fire Department is authorized to purchase a new
fire truck as per quote. The truck is to be financed by the Olden District Fire
Department to the extent of $91,000 earmarked Reserve and Association money,
plus a loan of $40,000. from Central Frontenac to be repaid in 5 annual
installments.

used as to whether the flail mower be used.
