Township Council Minutes - September 29, 1998

COUNCIL MEETING - SEPTEMBER 29, 1998

Council met in regular session, Tuesday, September 29, 1998 at 8:30 am. with all members present.

Due to prior engagements, Mayor MacDonald left the meeting at 10:40 am. Doug Bearance left at 10:40 am., Faye Putnam left at 12:00 noon and Mike Beattie left at 12:10 p.m.

Staff members Heather Fox, Judy Gray, Jim Hegadorn, Cathy MacMunn, Ian Trickett and Bev Irwin attended. Michael Dawber recorded the minutes for the North Frontenac News. Deputy Mayor, Lloyd Lee assumed the chair at 10:40 am.

Mayor MacDonald moved a vote of thanks to Dick Harwood for his contributions and dedication to the International Plowing Match.

Ken Gilpin, Animal Control Officer and By-law Enforcement Officer attended to discuss an alternative to using the Kingston Humane Society as a pound and ideas about selling dog tags door to door. He was requested to prepare a report and recommendations to be presented to Council. He questioned his contract and was advised it would remain as is until changes were required by either party.

Bob Pollard attended to determine the status on re-surfacing the Brewer Road, to advise that work needed to be done at the Bridge on the Brewer Road and request that maintenance and clean up be done on the Boat Access to Sharbot Lake at Road 38 and the Government Dock.

Ronald Henry attended to request Council to extend Lakeshore Lane at Baker's Valley. Approval was not given at this time, however Mr. Henry was advised it would not be forgotten about.

Cathy and Wayne Jackson appeared before Council to ask when the brush would be cleared away on the Bell Line Road due to the ice storm. Mrs. Jackson also lodged a complaint about the Public Works Manager not returning her call last May.

Sinclair Marshall attended to listen to discussion regarding his request to have the 5% fee waived on his severance.

Tom Varga attended to answer questions on the proposal for Central Frontenac to purchase the services of one O.P.P. officer on a 5 year contract.

The following correspondence was received and filed: 1) Hinchinbrooke Financial Statement; 2) Minutes of the Frontenac Management Board; 3) Information from Fisheries and Oceans re: Revised Referral Process; 4) Kennebec Recreation Committee minutes; 5) Invitation to attend the General meeting of Community Living; 6) Information from WSIB on new reporting requirements for Volunteer Fire Fighters; 7) August Waste Management Report.

Authorization was given to contract Anchor Pest Control to provide rodent control at the Kennebec Waste Disposal Site.

It was decided that Bob Alexander would receive 127 free tags for the Cranberry Operation.

Whereas any deviation from the maximum allowable slope of 12.5% requires approval of Council in accordance with Appendix "A" to the Official Plan of Oso District;
And Whereas Sinclair Marshall is unable to meet the required Criteria;
Now therefore Council approves the recommendation of the Public Works Manager to allow the maximum slope of 13.2% on the private road off the Rock Lake Road leading to the Property of Sinclair Marshall pursuant to the condition imposed on severance application # B-133-91-OS.
