COUNCIL MINTUES - OCTOBER 27, 1998
Council met in regular session, Tuesday, October 27, 1998 at 8:30 a.m. with all members present except Jack Nicolson. Bob Harvey and Faye Putnam left at 12:00 noon.
Staff members Cathy MacMunn, Ian Trickett, Jim Hegadorn, Bev Howes Irwin and Heather Fox were in attendance.
Michael Dawber attended as News Reporter.
Paul Williams attended to submit a letter of objection to the road width as set out by Ontario Land Surveyors Grange W. Elliot Ltd. on the Newlove Road. The Clerk was instructed to order the bright orange stakes be put in place as was previously agreed to.
Harry Stinson attended to discuss the problem of garbage being disposed of on Napanee Region Conservation Authority Property and to request a "Watch For Children" sign on the Arena Boundary Road. Jim Hegadorn was instructed to investigate the feasibility of the sign.
Linda Johnstone of the Ministry of Municipal Affairs and Housing attended and answered questions on the Finance Minister's Announcement that a cap be implemented on commercial taxes.
Chris Thompson also of the Ministry of Municipal Affairs and Housing attended to discuss the procedures to implement a new Official Plan. Due to the lack of time, Mr. Thompson's presentation was cut short and he was requested to meet with the Committee of Adjustment on November 17th at 10:30 a.m. to complete his presentation.
Public Works Manager, Jim Hegadorn was congratulated on the professionalism of the work on Henderson Road and his efforts on the Highway 38 Project.
The following correspondence was received and filed: 1) Information from AMO regarding capping the commercial taxes; 2) Kennebec Recreation Committee Minutes; 3) Oso Recreation Committee Minutes; 4) Olden Recreation Committee Minutes; 5) Minutes of joint meeting of Eastern and Western Wardens and Regional Chairs; 6) Information regarding "Notice of Commencement of Proceedings" for legal action against the Township; 7) List of Ontario tax rates; 8) 9-1-1 Committee Minutes; 9) Ice Storm Clean Up Report for Frontenac and L & A; 10) Account of municipal investment; 11) Letter from Dr. Bell re: Hostel Agreement.
The Clerk was instructed to prepare a draft by-law to create a Central Frontenac Recreation Committee for the next meeting. The 5% Parkland is to be brought back to the November 24th meeting.

That Building Permit #97-67, issued by the former Township of Kennebec to Criss Brown be revoked pursuant to Section 8.-(10)(a) of the Building Code Act and that Mr. Brown be refunded the permit fee of $116.00.

That garbage from the Napanee Region Conservation Authority and or any other private property is subject to the tipping fees as prescribed by by-law # 1998-23; and that tags can be used at the Waste Disposal Site as the tipping fee and must be affixed to the item.
