COUNCIL MINUTES - OCTOBER 14, 1998
Council met in regular session, Wednesday, October 14, 1998 at 7:00 p.m. with all members present except Doug Bearance and Mike Beattie.
Staff members Judy Gray, Bev Irwin and Heather Fox were in attendance.
Michael Dawber attended as News Reporter.
Rayleen Lanceleve attended to request a decision on what the name of their road is and that an approximate sign be erected. The road referred to is the Noah Clark Road and the Lanceleves have a deed calling it the Bethany Road. The 9-1-1 Committee members advised that the Committee would be making decisions very soon on the names of roads.
Marsden Kirk and Fred Tompkins addressed Council regarding the Kennebec District Recreation Committee and the community hall rental fee issue as outlined in their respective letters. Mr. Kirk also suggested that the Chairperson of each Recreation Committee be on a Central Frontenac Recreation Committee to help standardize and co-ordinate the efforts of all committees. Council agreed to make a decision on November 9, 1998.
The following correspondence was received and filed: 1) Letter from a law firm re: accident at the Oaks Cottages on July 3, 1998; 2) News release re: CRF for 1999; 3) Letter from Phil Leonard to Gary Bennett re: Proposed Private Legislation; 4) Information re: Eastern Ontario Trails Alliance; 5) Copy of a letter sent to George Briggs re: agreement non-compliance; 6) Copy of a letter from Lloyd Jones re: Greater Bob's Lake Association.
The Clerk was instructed to contact Steve Tarasick for solutions regarding the temperature
problem in the Library.
The Christmas party will be held at the Land O' Lakes Public School, Mountain Grove, on December 5th for Council, staff, Fire Departments and Committee volunteers.
It was decided that Harry Stinson and Terry Murphy be invited to attend the next Council meeting to clarify any misunderstanding about garbage from the Conservation Authority property.
Other business and correspondence was dealt with through the following resolutions:

That Council is not in favour of hiring an additional Officer with Provincial Subsidy, as a decision has not yet been reached on the original Policing Contract.

That Ken Gilpin's recommendations be accepted. An ad is to be placed in the North Frontenac News to hire dog tag seller(s) at 30% commission. Tag sales are to be completed by November 30, 1998. That the pound location be changed to Abilena Kennels.

That if an employee becomes disabled and is approved for long term disability, benefits under the Group Insurance Program, health and dental coverage will continue subject to the following conditions: The employee was insured under the Group Plan at the time they were disabled; the employee remains totally disabled and continues to receive long term disability benefits from the Group Insurance Company; the employee is not eligible for benefits under another plan; the employee's health and dental benefits will be continued (provided that coverage is available from the Group Insurance Carrier), at no cost for a minimum period of one year, but not beyond: 1) the normal retirement date; or 2) the date employment is terminated by the municipality.
Disabled employees will receive the same benefits provided to active employees, as may be amended by the municipality from time to time. Once long term disability benefits are approved, premiums are waived.

That leaves not be dumped on the burn pile at the Waste Disposal Site and that residents be encouraged to decompose the leaves on their own property due to fire hazard from burning leaves.

That the Mayor and Clerk be authorized to sign a Quit Claim Deed on behalf of the Township to Ronald and Pauline Marshall for that part of the road allowance between lots 30 and 31, Concession 3, Kennebec District, lying within part 1 on plan 13R-12931.
This transaction is pursuant to Section 316 of the Municipal Act and the letter dated August 24, 1998 from Tim Wilkin, legal counsel for the Township of Central Frontenac.

That Council has no objection to the Salvation Army opening a used clothing and furniture store in the community and that they be advised that the North Frontenac Community Services offers a used clothing service.
