Township Council Minutes - November 24, 1998

COUNCIL MINUTES - NOVEMBER 24, 1998

Council met in regular session Tuesday, November 24, 1998 at 8:30 a.m. with all members present. Faye Putnam left at 12:00 noon.

Staff members Judy Gray, Cathy MacMunn, Jim Hegadorn, Ian Trickett, Bev Irwin and Heather Fox were in attendance.

George Borge and his assistant from Canadian Tods Limited attended to discuss tourist attraction signs on Road 38 and 509 and requested Council to continue with the Ministry of Transportation Contract until 2006. Further discussion to take place before a decision is reached.

Peter O'Hara, Assistant Fire Marshall attended as well as Fire Chiefs Paul Lowery, Mel Conboy and Jamie Riddell and fire fighter Mark Powell. The purpose of the visit was to update Council on the mandate of the Fire Department as well as the municipality.

Ed Warren attended to determine whether or not Johnston Road in Olden District is a township road. Jim Hegadorn was instructed to investigate and bring back a report to Council.

It was decided that a Council photograph would be taken on January 26, 1999.

Ian Trickett requested guidance as to whether he should continue to do inspections for wood stoves not accompanied by a building permit. He was advised to carry on as in the past until the possibility of the Fire Department taking over this function is decided.

The Public Works Manager was authorized to contract Wayne Blackburn for a couple of weeks work for 1999.

Council established a verbal policy that sealed tenders be opened at the Council Meeting and the tender awarded be subject to staff verification for errors.

The Administrator was instructed to prepare and conduct staff evaluations prior to any salary negotiations in January of 1999.

Staff members Jim Hegadorn and Judy Gray were acknowledged and thanked.

The following correspondence was received and filed: 1) News release of F.M.B. decisions of November 18, 1998; 2) O.P.P. News release of their activities; 3) Kennebec Recreation Committee minutes; 4) AMO alert regarding Bill 79; 5) Update information of the Provincial Offences Act; 6) Invitation from the Rural Legal Services to attend their Annual Meeting on November 30, 1998.

It was decided not to form a Y2K Committee and leave this task with staff.

The Clerk was instructed to acknowledge the letter from the Kingston Humane Society.

Other business and correspondence was dealt with through the following resolutions:

That Glen Matson be contracted to sand the following roads as per his quote: Dawson Road, Drew Road, Hawley Road, Kellar Road, MacCrimmon Road, Harold Burke Road, Wilmac Road, Scott Road, Ken Kellar Road, R. Whan Road, Hearn's Road, Mountain Grove United Church, Olden Community Hall, Former Olden Office and Library.

That Eugene Ducharme's salary be increased by $3,000.00/year as Acting Area Foreman due to the illness of Don Webster, effective November 15, 1998.

That motion #446 be amended to read "That the quote from Metro Pavement Markings Ltd. in the amount of $32,849.25 including G.S.T. be accepted" due to a clerical error in the original quote.

That the Santa Claus Parade Route as outlined by the Sharbot Lake and District Lions Club, be accepted and that Road 38, Elizabeth Street, Garrett Street, Robert Street and Mathew Street be closed to vehicular traffic during the duration of the parade, December 5, 1998.

That Council instruct Tim Wilkin to register the notice of vesting in the name of the Township of Central Frontenac for the following properties not sold at the tax sale conducted by the Frontenac Management Board on August 6, 1998: Pt Lot 1, Con 1 Oso District and Pt Lots 12 & 13, Con 3 & 4 Kennebec District and that local Real Estate firms be contacted and the best rate be contracted.

That Council adopt M.T.O. Permit fees for signs erected along Road 38 and Road 509 and that the Public Works Manager approve signs before installation.

That By-law 1998-33, being a by-law to establish rules and regulations and set rental rates for use of Community Halls within the Township of Central Frontenac and former municipal offices in the Districts of Hinchinbrooke and Olden, be read three times and passed at one meeting.
