COUNCIL MINUTES - NOVEMBER 9, 1998
Council met in regular session, Monday, November 9, 1998 at 7:30 p.m. with all members present except Mike Beattie.
Staff members Judy Gray, Bev Howes Irwin and Heather Fox were in attendance.
Jim McKinnon attended to discuss Council's decision regarding the denial of keys to the waste disposal sites for commercial haulers based on information he had received from the Ministry of the Environment.
Council agreed to allow Gray Merriam to address Council regarding his letter of opposition to the use of the "beam-mounted flail mower" for brushing the road sides.
Council approved the format of the agenda and requested that the presentation of information continue in the same manner. It was suggested that additions to the agendas not be allowed unless under emergency circumstances.
The following correspondence was received and filed: 1) Letter from Tim Wilkin to Peter Allen requesting the orange stakes be planted on the Newlove Road as previously requested; 2) Letter of appreciation from the Frontenac Management Board to participants at the Plowing Match; 3) Letter from Oso District Fire Department advising that they will probably be overbudget due to the number of calls they have received; 4) Child Centre Newsletter; 5) Information from Bill Vankoughnett M.P.P. regarding the release of elk in the northern parts of Hastings, Frontenac, Lennox & Addington.
Council agreed to participate in the Santa Claus Parade in Sharbot Lake and Hinchinbrooke District Fire Department Parade from Tichborne to Parham.
It was decided that the issue of telephones at Community Halls would remain as status quo i.e. the telephone would remain at the Kennebec Community Hall.

That the following vouchers be approved for payment: General $201,304.77; Roads $493,222.34 (includes $290,460.07 Ice Storm Brushing); Olden Recreation $155.50; Kennebec Recreation $1,463.50; Olden District Fire Department $491.58; Kennebec District Fire Department $301.94; Oso District Fire Department $1,339.68; Hinchinbrooke District Fire Department $5,897.92.

That Council agree in principle to assume ownership of the Crow Lake Rink and that the Clerk prepare a draft agreement to be reviewed by Council and the Crow Lake Athletic Club.

That Council hereby close Garrett Street between Robert Street and Elizabeth Street to through traffic on November 11, 1998 for approximately 1 1/2 hours for the Remembrance Day Service Parade and Ceremony at the Cenotaph.

That the municipal office be closed on November 11, 1998 for approximately one hour to allow staff to attend the Remembrance Day Service at 11:00 a.m.
