Township Council Minutes - June 23, 1998

COUNCIL MINUTES - JUNE 23, 1998


Council met in regular session, Tuesday, June 23, 1998 at 8:30 a.m. with all
members present
Staff members, Heather Fox, Judy Gray, Jim Hegadorn, Cathy MacMunn and Ian
Trickett were also in attendance.

Paul Williams addressed Council regarding the access road to his property,
locally referred to as the Newlove Road. Mr. James Wellington See also
addressed Council to advise of his knowledge of the history of the road.

Several area residents attended to voice objection to the work being conducted
by Ross Baker on the road allowance in the vicinity of his air strip.

The Mayor and Council had the delightful task of honouring four area residents
as "Senior of the Year" - Vera Steele, Arden, Fred Smith, Mountain Grove, Virgil
Garrett, Sharbot Lake and Don Lee, Godfrey. Certificates of appreciation for
their outstanding volunteerism and dedication to their communities were
presented to each recipient in the presence of their family and friends.

It was decided to meet at 6:00 p.m. (1800 hrs.) prior to the next regular
meeting on July 13th for budget deliberations.

The following resolutions were passed:

That the agenda be adopted as amended.

That the minutes of June 8 and June 11, 1998 be adopted as
circulated and corrected.

That a letter be sent to Ross Baker to instruct him not to continue
any further work on the
road allowance and where he has worked, that the area be levelled
off and seeded to a
useable state and that Mr. Baker be requested to attend the next
Council meeting if
possible to inform Council of his plans.

That Council adopt the policy regarding the installation of Holding
Tanks (Class 5 Septic
Systems) within the boundaries of the Township of Central Frontenac
as presented by Ian
Trickett, Chief Building Official, dated June 4, 1998.

That Council go in camera to discuss a personnel issue.

That Council arise from the In Camera session.

That the following policy be adopted: Any staff member convicted of
an offense
resulting in the loss of their drivers license which is required to
satisfy the
appropriate job description under which they were hired, be
dismissed. That
dismissal be pursuant to the Ontario Ministry of Labour Employment
Standards Act.

That the request from Lorraine Hickox to pay the bill for clearing
fallen trees from

her property from the Township right of way be denied and a letter
be sent to her
explaining the reason for such denial.

That council minutes be made available to ratepayers at no charge
and that the minutes
be picked up at the Township Office. Copies of the minutes will not
be mailed out.

That the Bag Tag System remain as it is when tags are being
purchased i.e. that tags
will not be mailed and a signature is required.

#317 Elva Price, Robert Harvey
That Judy Gray, Treasurer of Central Frontenac is hereby authorized
to sign all
audited Financial Information Returns on behalf of the former
Townships of
Hinchinbrooke, Kennebec, Olden and Oso.

That Kennebec Fire Department Voucher dated February 4, 1998 be paid
in the
amount of $1,514.32.

That the OPP Contract Agreement be deferred until the Council has
had adequate
time to review the details of the agreement.

That Jim Hegadorn proceed to have all Township road vehicles re-
named as per
his report.

That a bag tag and tipping fee by-law be prepared for the next
meeting to
incorporate the recommendations from the Waste Management Committee
members, as amended.

That Central Frontenac Rescue Unit Voucher, dated June, 1998 be paid
in the
amount of $962.06

That the Health Unit be advised that a minor variance is required to
install a Class
4 Sewage system on the property owned by Marian Boyd at Lot 25,
Concession 3
(Hinchinbrooke District) as the set back for the new tank to be
installed does not
meet the requirements of the Zoning By-law.

That Elwin Burke be paid $225.00 for the loss of a calf to wolves as
per the Livestock

COUNCIL MINUTES - JULY 13, 1998

Council met in regular session, Monday, July 13, 1998 at 7:30 p.m. with all
members present except Doug Bearance and Mike Beattie. Staff members in
attendance were Heather Fox, Judy Gray, Cathy MacMunn, Jim Hegadorn and Ian
Trickett.

Prior to the regular meeting a special meeting was held at 6:00 p.m. to discuss
budget items.

At 7:30 p.m. a public meeting was held to hear any concerns regarding an
Application for an Amendment to Oso District Zoning By-law to allow Carl St.
Pierre to build a commercial building for retail sale of sporting goods. There
was no representation, either for or against the application. No objections
were received from any person or agency notified of the hearing.

Mr. Paul Williams attended, accompanied by Gloria Williams and Mr. and Mrs.
Farnsworth, to determine if any progress had been made on the road issue and to
advise that legal action against the Township was pending. Mr. Williams
presented a copy of the written report he read from during the meeting, to the
Deputy Clerk. Mr. Williams was advised that Council was awaiting legal
direction regarding a "Forced Road".

Ross Baker attended at Council's invitation regarding his using fill from the
road allowance. Mr. Baker advised that he had now leveled and seeded the area.
Mr. Baker left a written report with pictures with each member of Council.

A large delegation of Kennebec District Residents attended to hear discussions
on the staff recommendation regarding Rules and Regulations as well as rental
fees for the Community Halls within Central Frontenac. Those in attendance
advised they were a unique group and requested the opportunity the present
suggestions to Council. They were advised their suggestions would be welcome.
The issue to be discussed in depth at a later date.

Tom Varga, O.P.P. attended to present Council with an incident report for the
previous 6 months.

That Central Frontenac's share of the Co-Ordinator cost for the CP
Line - Glen Tay
to Havelock in the amount of $1,386.35 be passed for payment, funds
to be used from
Park purposes.

That the following members of Council be appointed to the interview
panel with the
Public Works Manager and the Administrator to review the
applications and conduct
the interviews for the positions of Machinery Operator/Labourer:

That the lot adjacent to the township office be turned into a
parking lot with the work
being done by the road crew at their convenience.

That the Tranquilizer Gun be offered for sale to Ken Gilpin at the
fair market value.

That Gilbert Putnam's request for the Township to assume any future
costs for the
upkeep of the Mountain Grove Cemetery sign donated in memory of
Bruce Putnam
be approved and that a letter be forwarded to the Putnam Family
recognizing this kind
donation.

That the Clerk be authorized to advertise for a secretarial position
as a 1 year contract
at a salary range of $10.00 to $12.00 per hour; and that the
Treasurer be authorized to
acquire computer assistance on a short term basis to set up General
Ledger and Accounts
