Township Council Minutes - June 8, 1998

COUNCIL MINUTES - JUNE 8, 1998

Council met in regular session, Monday June 8, 1998 at 7:30 p.m. with all
members present.
Michael Dawber attended as North Frontenac News Recorder.
Staff members, Heather Fox and Judy Gray were also in attendance.

Prior to the regular meeting a Public Meeting was held to hear comments
regarding a road closing for Garrison Shores in Kennebec District. Two
unidentified gentlemen attended in support of the road closing and indicated
they were affiliated with Garrison Shores. There were no objections received
prior to, or at the meeting.

The regular meeting was called to order by the Mayor at 7:40 p.m.

Lloyd Lee declared Conflict of Interest on item 12(c) on the agenda,
specifically severance application #B-6-98-H as the application is a severance
from himself and his wife to their daughter.

Paul Williams attended regarding the road, known as the Newlove Road, leading to
his property on Thompson Lake. Gloria Williams as well as Frank and Betty
Farnsworth also attended. Mr. Williams presented a letter to Council outlining
his concerns. Some members of Council agreed to view the road on June 10th at
7:00 p.m. and report back to Council at the budget meeting scheduled for June
11th.

Richard Brown attended regarding his letter to Council requesting
reconsideration of the bingo permit fee for the Ladies Auxiliary bingos. It was
explained by the Mayor that the fee was already established and any change would
set a precedent for other organizations. Mr. Brown was advised that Council
would consider a grant to offset all, or a portion thereof, of the municipal
portion of the tax bill during budget deliberations.

Faye Putnam presented a letter from Dorothy Gray (Bus Driver on Clark Road)
advising that the road condition was not the fault of the incident she had with
the bus and further that the condition of the road had improved. Ken Clark was
in attendance and indicated that the sign had been erected indicating "One Lane
Bridge"

It was decided that some perennials be planted at Fossey Park to try to reduce
the cost of the annuals. A grant is received from the Fossey Family to cover a
portion of the cost.

Dick Harwood advised he would set up a meeting with a retired Chief of Police
from Timmins to discuss possible areas of concern with policing contracts.

That By-law #1998-19, being a By-law to authorize the stopping up of
certain parts of the
original road allowance between Concessions 7 and 8, adjoining Lot
17, and adjacent to
the South Shore of Garrison Lake, in the geographic Township of
Kennebec, now the
Township of Central Frontenac and the selling of the soil and
freehold of the said parts of
the Highway stopped up be read a first, second and third time at one
meeting and passed.

That the Township of Central Frontenac proceed with the JEPP
application with the
approved funding in the amount of $6,210.00 being 45% of the
allowable
expenditures, excluding pagers. Carried

That the Snowmobile Club be granted permission to use the upstairs
of the Olden
Community Centre at $15.00 until such time as new guidelines are
established.

That since the Assessment Roll has been further delayed, that the
due dates for taxes be
set as July 24th and September 25th and that an ad be placed in the
North Frontenac News
recommending that tax payers take last years total taxes, deduct the
amount paid for
1998, divide the balance in half and mail to deliver payments to the
Township of
Central Frontenac. Any balance will be adjusted in the final
installment.

That the Township of Central Frontenac do not assume the debt of the
mortgage for the
Central Frontenac Municipal Office formerly known as Oso Township
Office.
Motion ruled out of order as it contravenes the
Restructuring Order.

#277 Richard Harwood, Lloyd Lee
Pursuant to Section 7.3(c) of the Restructuring Order, the Township
of Central Frontenac
hereby accepts all assets, liabilities, obligations and
responsibilities of the Corporations
of the Townships of Kennebec, Olden, Oso and Hinchinbrooke and their
local boards as
of January 1, 1998 without compensation; And Further that while
Section 7.1(a) of the
Restructuring Order allows for a special mill rate adjustment to
apply to the taxpayers of
all or part of a former Township for the purposes of debts and
deficits created prior to
January 1, 1998 by that former Township, it is hereby resolved that
the Township of
Central Frontenac will not establish a special mill rate adjustment
to any former
Township for any debt or deficit being transferred to the new
Municipality.

Street, Sharbot
Lake be paid from the various Provincial funding, provided the
Mortgager is in
agreement.

That the business tax on G.M.D. (Frontenac) Ltd. be written off on
roll numbers
1020070000010 and 1020104010010 (Hinchinbrooke District) as the
business is
no longer conducted from that location and the business tax arrears
are deemed to
be uncollectable.

That the Treasurer be authorized to instruct the Township Solicitor,
Tim Wilkin, to
proceed with tax sale registration on the property of G.M.D.

District)

That the following property be declared surplus, stopped up, closed
and deeded to

and Province of Ontario, and being composed of those portions of the
Old Tichborne
to Parham Road crossing Lot 24, Concession 1 and Lot 24, Concession
2; shown on a
sketch by John F. Goltz O.L.S. dated May 25, 1998 and designated
thereon as Part 1
and Part 2. Also to be declared surplus, stopped up and closed and
deeded to
