Township Council Minutes - July 28, 1998

COUNCIL MINUTES - JULY 28, 1998

Council met in regular session, Tuesday, July 28, 1998 at 8:30 a.m. with all
members present.
Staff members, Judy Gray, Cathy MacMunn, Ian Trickett, Jim Hegadorn and Heather
Fox were also in attendance.

Mike Beattie declared Conflict of Interest regarding hiring a Departmental
Secretary due to the fact his wife had applied for the position.

David Prasky attended and presented a letter regarding shoreline development and
the lack of appropriate by-laws to govern this type of development. Mr. Prasky
was assured that Council shared his concerns and his letter would be taken into
consideration when the Official Plan and Zoning By-law is adopted for Central
Frontenac.

Joe Harwood, retired Police Chief, attended to discuss with Council some of the
pros and cons of a Contract with the Ontario Provincial Police. Mr. Harwood
left copies of information for each Council member to peruse

The following correspondence was received and filed: (1) News release from
Eastern Ontario Trails Alliance; (2) Copy of a letter from the Township of Stone
Mills to the County of Hastings advising that they are not interested in
purchasing the abandoned CP Line from Glen Tay to Havelock; (3) Minutes of the
Board of Management meeting; (4) Administrative Report from Bob Foulds Re:
decisions reached on tax issues; (5) Letter from Liz Fulton advising that the
sealed appraisals on the Court House have been destroyed; (6) Olden District
Recreation minutes; (7) Information on a Tennis Tournament from Bedford District
Recreation Committee.

Correspondence from Rosemary Wadham regarding Kennebec Hall was received and
will be held until correspondence from others is received on this issue.

Correspondence from Peter N. Wadham raising several issues in Kennebec District
was received and will be taken into consideration .

The Fire and Emergency Committee was requested to submit a proposal for the 45%
JEPP Funding.

Dick Harwood was appointed to attend the meeting at the former Storrington
Township office, Sunbury, on July 30, 1998 to discuss use of space available at
the Plowing Match.

That the agenda be adopted as amended.

That the minutes of July 13, 1998 be approved as circulated.

That Doug Bearance be appointed to the Fire and Emergency Committee
as well as Jack
Nicolson, who was previously appointed.

That Severance applications B-60-97-OS, B-9-98-OS, B-10-98-OS, B-11-
98-H, B-12-98-
OL, B-13-98-KE be recommended for approval.

That the Clerk be authorized to prepare a by-law for the next
meeting to adopt the budget
as discussed on July 13th setting the residential tax rate for the
Township of Central
Frontenac at 0.005118. Further that the Treasurer/Tax Collector be
authorized to prepare
the tax bills for mailing on August 21, 1998 with a due date of
September 25, 1998,
provided that the Frontenac Management Board adopts its budget on
July 29th, 1998.

That the Council of the Township of Central Frontenac endorse the
efforts of AMO
regarding the proposal of M.O.E. to charge municipalities for
Certificates of Approval.

That Council proceed with the recommendations of Tim Wilkin's letter
of July 17th
regarding the Newlove Road.

#348 Lloyd Lee, Mike Beattie
That a grant be paid to the Parham Agricultural Society in the
amount of $500.00.

#349 Elva Price, Robert Harvey
That the Council of the Township of Central Frontenac hereby
supports the effort to
have the Rideau Waterway from Ottawa to Kingston recognized as a
Canadian
Heritage River.
Carried

#350 Jack Nicolson, Elva Price
That the Minor Ball Association be granted permission to use the
small office at the
former Olden Office to store ball equipment and that the former
Council Chambers
be made available to them for meeting. No shelving units to be
bolted to the wall at
this time. Meetings to be arranged through the Township Office.

#351 Doug Bearance, Elva Price
That Daniel Kennedy be granted permission to purchase and discharge
fireworks at
Echo Lake youth Camp on August 26th, 1998 with the condition that
Mr. Kennedy be
the person discharging the fireworks and that all fire safety
precautions be taken.
Hinchinbrooke District Fire Chief, Paul Lowery, must also be advised
of the date and

That the Clerk be authorized to issue the letter of approval for
discharge of fireworks
as per the policy adopted by Council.

#353 Doug Bearance, Faye R. Putnam
That a claim be submitted to the Insurance Company for lightning
damage to the
communication equipment of Olden Volunteer Fire Department. The
total estimated
cost of repairs is $3,173.68.

#354 Mike Beattie, Elva Price
That as recommended by Tim Wilkin, Solicitor for the Township of
Central Frontenac,
the tax sale process be commenced on the properties in the name of
283726 Ontario
Limited Amplefunds, c/o Theodore Rotenberg. These properties are
also known as
Silver Lake Estates. That the Treasurer and Mr. Wilkin proceed with
the Registration
Certificate when all information is available.

That the request from Sharbot Lake District Snowriders requesting
reimbursement
tags for articles not sold at their yard sale be denied and that the
suggestion be made
that any articles not sold be returned to the original donor,
eliminating the need for
the Club to bear the burden of disposing of these items at the waste
disposal site.

That this meeting adjourn until Monday, August 10, 1998 at 7:00 p.m.
