Township Council Minutes - January 19, 1998

COUNCIL MINUTES - January 19, 1998

Council met in regular session with all members present except Deputy Mayor
Lloyd Lee who was absent
with cause. Staff members Heather Fox, Judy Gray, Cathy MacMunn and Jim
Hegadorn were also in attendance.

Michael Dawber attended as reporter to the North Frontenac News.

Brian Sutton attended to answer questions concerning the MRG presentation.

Ken Deyo and Jeff Flaro attended to make a presentation regarding computer
hardware and MRG software.
Judy Gray distributed a staff report.

Mayor MacDonald reported on the "State of Emergency" and that he would be
meeting with Minister of Municipal
Affairs, Al Leach on January 20th to discuss funding.

Councillor Mike Beattie was requested to investigate disposal of shingles.

The Clerk was instructed to place an ad in the North Frontenac News for disposal
of brush at the old Oso Stump
Dump.

The following resolutions were passed:

#010 That the agenda be approved as amended.

#011 That staff are directed to proceed with the purchase of the
computing and accounting system as presented
by MRG incorporated.

#012 That the following minutes be adopted as circulated:
Olden - December 22, 1997; Oso - December 10, 1997;
Kennebec - December 29, 1997; and Hinchinbrooke - December 8,
1997.

#013 That the minutes of January 12, 1998 be adopted as presented.

#014 WHEREAS weather conditions presented danger to the safety of
residents of
Central Frontenac by way of closed roads, downed hydro lines
and poles;
AND WHEREAS the danger could not be corrected within a
reasonable length
f time to ensure the safety and well being of our residents;
NOW THEREFORE be it resolved that a "State of Emergency" be
declared
as of January 8, 1998 at 10:25 a.m.

#017 That By-law #1998-2, being a by-law to appoint a Chief
Building Official,
Ian Trickett, be read a first, second and third time at one
meeting and passed.

#018 That Shirley Conner, be retained on a part time basis to
prepare for, and
during the 1997 audit for Kennebec District at her 1997 rate
of pay.

#019 WHEREAS the Township of Central Frontenac experienced an Ice
Storm of
unprecedented magnitudes and severity; and WHEREAS the damage
and
disruption to the community, public and private property has
been unparalleled
I n this community's history; and WHEREAS as a result of this
devastation there
are many people in this community who are experiencing extreme
financial hardship; THEREFORE BE IT RESOLVED that the
Council of the Township
of Central Frontenac requests the Ministry of Municipal
Affairs recommend to
Cabinet that a Disaster Area be declared in the entire
Township of Central
Frontenac. AND FURTHER That Council will immediately appoint
a
Disaster Relief Committee upon designation as a Disaster Area
by Cabinet.

#020 WHEREAS the Provincial Cabinet has been requested to designate
the area under
the jurisdiction of the Frontenac Management Board, including
Central Frontenac,
as a "Disaster Area"; AND WHEREAS when an area has been
designated as
such, a Disaster Relief Committee is set up forthwith for the
purpose of settling
the eligible claims of the disaster victims as efficiently as
possible; NOW
THEREFORE the Council of the Township of Central Frontenac
hereby appoints
Barry Baily to the "Disaster Relief Committee".

#021 That Ken Gilpin be retained as By-law Enforcement Officer on
an on call basis at
the rate of $15.50 per hour and .30 cent/km. By-laws to be
enforced be
at the discretion of Council.

#022 That 2 copies of Municipal World be ordered for 1998.

#023 That AMO membership fee be paid in the amount of $1,833.96.

#024 That Ray Godfrey be re-imbursed $24.21 for stove pipes for the
shelter at
Hinchinbrooke Waste Disposal Site and Glen Martin be re-
imbursed $112.00
for the shelter at the Wilkinson site and that any further
purchases be authorized
by the Public Works Manager.

#025 That each Councillor be allowed one convention per year and
that a limit of
4 Councillors per convention and that a report be brought
back; that staff
be allowed to attend one convention in their expertise area.
That Council costs be $900.00 less registration fee.
That Staff receive $450.00 plus registration fee.

#028 WHEREAS the Restructuring Order dated January 7, 1997 Section
3.2 (2) (a)
establishes that the former Townships of Hinchinbrooke,
Kennebec, Olden and
Oso shall be incorporated as the Township of the United
Municipality of Central
Frontenac effective January 1, 1998.
AND WHEREAS Section 3.4 (a) of the Order provides that the
name may be
changed upon a request from the Council of the new township.
NOW THEREFORE the Council of the Township of the United
Municipality
of Central Frontenac request the name to be changed to the
Corporation of
the Township of Central Frontenac.

#029 Pursuant to Section (79) (2) (a) of the Municipal Act, R.S.O.
1990, C.M. 45
that Judy Gray, Treasurer be given single signing authority in
the absence of the
Mayor or Deputy Mayor.

#030 Pursuant to Section 79 (2) (b) of the Municipal Act, R.S.O.
1990 C.M. 45, that
Cathy MacMunn, Deputy Clerk-Treasurer be designated as
alternate signing
authority with the Mayor or Deputy Mayor in the absence of the
Treasurer,

Tourism Executive Outlook Briefing conference on Tuesday,
January 27, 1998.
