COUNCIL MINUTES - JANUARY 12, 1998
The Inaugural meeting of Central Frontenac postponed from January 5, 1998 was
held on Monday, January 12, 1998 at 7:00 p.m. at the Oso Community Hall.
The meeting was called to order by the Clerk. Marcel Giroux brought greetings
from the Catholic Church and offered prayer.
Justice of the Peace, Irene Hawley conducted the Declaration of Elected Office
and Oath of Affirmation or Allegiance for Mayor Bill MacDonald.
Mayor Bill MacDonald conducted the Declaration of Elected Office and Oath of
Affirmation for Councillors Lloyd Lee, Doug Bearance, Elva Price, Faye R.
Putnam, Dick Harwood,
Jack Nicolson, Bob Harvey and Mike Beattie.
Declaration of Office was conducted by Mayor Bill MacDonald for the following
staff:
Clerk-Administrator - Heather Fox,
Treasurer/Tax Collector - Judy Gray,
Deputy Clerk/Treasurer/Planning Co-ordinator - Cathy MacMunn,
Public Works Manager - Jim Hegadorn,
Chief Building Official - Ian Trickett,
Tom Varga of the O.P.P. brought greetings.
The Fire Chiefs and all employees were named and those in attendance stood to be
recognized.
Irene Hawley, Justice of the Peace, expressed congratulations and best wishes to
the new Council.
Doug Fox brought greetings from Sharbot Lake and District Lions Club.
Rev. Jean Brown of the United Church offered the closing prayer.
Following O'Canada coffee and cookies were enjoyed by all.
Council re-convened at the Central Frontenac Municipal Office at 9:00 p.m.
The following resolutions were passed:
MOTION: Faye R. Putnam, Richard W. Harwood
#001 That Lloyd Lee be nominated as Deputy Mayor.

MOTION: Faye R. Putnam, Doug Bearance
#002 That By-law #1-98, being a borrowing by-law be read a first,
second and third
time and passed at one meeting.
Carried
MOTION: Elva Price, Robert R. Harvey
#003 That Judy Gray the Treasurer of the Corporation of the
Township of Central
Frontenac (the "Corporation" be and is hereby authorized for
and on behalf of the Corporation to negotiate, with,
deposit with or transfer to Royal Bank of Canada
(the Bank) for credit to the Corporation's account only all or any cheques
and other orders for the payment of money, and for
that purpose to endorse the same on behalf of the
Corporation either in writing or by rubber stamp.
That all cheques of the Corporation be drawn in the name of
the Corporation and
be signed on its behalf by Bill MacDonald, Mayor or Lloyd Lee,
Deputy Mayor
and signed/countersigned by Judy C. Gray, Treasurer.
That Judy C. Gray, Treasurer be and is hereby authorized for
and on behalf of the
Corporation from time to time to receive from the said Bank a
statement of the
account of the Corporation together with all relative vouchers
and all unpaid bills
lodged for collection by the Corporation and all items
returned unpaid and charged
to the account of the Corporation, and to sign and deliver to
the Bank the Bank's
orm of verification, settlement of balance and release.
That Judy C. Gray, Treasurer be and is hereby authorized for
and on behalf of the
Corporation to obtain delivery from the Bank of all or an
stocks, bonds and other
securities held by the Bank in safekeeping or otherwise for
the account of the
Corporation and to give valid and binding receipts therefore.
That this resolution be communicated to the Bank and remain in
forces until
written notice to the contrary shall have been given to the
Manager for the time
being of the branch of the Bank at which the account of the
corporation is kept
and receipt of such notice duly acknowledged in writing.
We hereby certify that the above is a true copy of a
resolution passed at a
meeting of the Corporation of the Township of Central
Frontenac duly convened
and regularly held in accordance with the law governing the
said Corporation on
the 5th day of January, 1998.

#004 That Michael Dauber be authorized to write reports from Council
meetings and be paid $35.00 per meeting.

#005 That the position of Deputy Mayor be for a one year term.

MOTION: Richard Harwood, Faye Putnam
#006 That Deputy Mayors position will be rotated on an annual basis
through the
various Districts of Central Frontenac - Hinchinbrooke, Olden
and Kennebec.

MOTION: Robert Harvey, Elva Price
#007 That Faye Putnam be appointed as our representative on the
Pine Meadow
Management Committee Nursing Home Committee.

#008 That Central Frontenac will forward a letter of support to
retain a federally
funded Community Development Corporation at Sharbot Lake.

#009 That Council adjourn until January 19, 1998 at 7:00 p.m. or
call of Mayor.
