Township Council Minutes - February 16, 1998

COUNCIL MINUTES - FEBRUARY 16, 1998

Council met in regular session, Monday, February 16, 1998 with all members
present. Staff members Heather Fox,
Judy Gray, Jim Hegadorn, Cathy MacMunn and Ian Trickett were also in attendance.

Michael Dawber attended as reporter for the North Frontenac News.

Mel Conboy attended to discuss purchasing a new tank for the pumper truck as it
is leaking.

Councillors were requested to study the Treasurers report and if any suggestions
let Judy Gray know as soon as
possible.

The following resolutions were passed:

MOTION: Elva Price, Mike Beattie
#054 That the Agenda be adopted as amended.

MOTION: Mike Beattie, Lloyd Lee
#055 That the minutes of February 2, 1998 be approved as
circulated.
Carried

MOTION: Jack Nicolson, Lloyd Lee
#056 That the quote of Almonte Fire Trucks be accepted for the
replacement of the
tank on the 1975 pumper and the money be expended from the
pumper fund
the amount to be $4,600.00 plus applicable taxes.
Carried

MOTION: Faye R. Putnam, Robert Harvey
#057 That the following be appointed to the Township of Central
Frontenac Committee
of Adjustment; Dick Harwood, Lloyd Lee and Doug Bearance
Carried

MOTION: Doug Bearance, Mike Beattie
#058 That Lottery license fee for Central Frontenac be set at 3% of
the value of the prizes and that this amount be
included in the Tariff of Fees By-law.
Carried

MOTION: Faye R. Putnam, Robert Harvey
#059 That the following fees be established:
Severance - $500.00 and any additional costs
Lot Addition - $300.00
Re-submission within 90 days - $300.00
Minor Variance - $250.00
Zoning By-Law Amendment - $500.00 and any additional costs
involved
Official Plan Amendment - $500.00 and any additional
costs involved
Road Allowance closings - $200.00 plus the value of
land as appraised
plus any other costs. Applicants lawyer to prepare all
documents.

#060 That the Clerk is instructed to invite tenders for an Official
Plan and Zoning
By-law plus a Roads Management Plan.

#061 That the Township of the United Municipality of Central
Frontenac endorse the
attached application for funding under the Municipal
Restructuring Fund in the
amount of $704,234.00 and the Special Circurmstances
Fund in the amount of
#317,430.00 Carried

#062 That Central Frontenac employees pay 100% of the Long Term
Disability
premiums to eliminate this becoming a taxable benefit should
an employee need to
use it and that Dental coverage be increased to 100% at a
difference of $17.00
per month.

MOTION: Lloyd Lee, Doug Bearance
#063 That Central Frontenac staff be paid for overtime hours during
ice storm at
regular pay. Funds to come from ice storm fund.

#064 That the fire department be paid for their volunteer hours out
of the Ice Storm /98
Emergency fund.
Carried

MOTION: Doug Bearance, Robert Harvey
#065 That Peter DesRoche be paid on an 80 hour per biweekly period
basis, for
an overall annual total of 2080 hours.

#066 That staff be required to attend 24 meetings per year as part
of their annual
salary and paid a per diem of $60.00 after that. Meetings
must be outside of
normal office hours and authorized by Council.

#067 That overpayment or underpayment of accounts receivable of an
amount of
$5.00 be written off.

#068 That Lloyd Lee take the chair at this time.

Bill MacDonald declared conflict of interest on the following motion:

#069 That Bill MacDonald be paid $500.00 from the Ice Storm /98
Emergency Fund
and that the balance of the allotment for Councillors be used
to sponsor a
Volunteer Appreciation Night.

#070 That the Mayor resume the chair.

#071 That staff reports be submitted once per month and that staff
members attend that
meeting.

#072 That the Clerk is authorized to invite tenders for the
purchase of a pick up truck
with the options included as per report.

#073 That the Clerk is directed to advertise for the sale of
surplus equipment.

#074 That Clerk be authorized to investigate prices for a used
vehicle for use by the
Building Inspector, primarily and other administration staff
as necessary.

#075 That Olden Township Recreation Committee 1998 budget be
reviewed and
decision withheld until budget deliberations begin.

#076 That the Sharbot Lake 39'ers club be given use of the Oso
Community Hall free
of charge on the first Tuesday of each month from 11:00 a.m.
to 3:30 p.m., other
Tuesdays from 1:30 p.m. to 4:00 p.m. and every 2nd Wednesday
of each month
from 7:00 p.m. to 10:00 p.m.

#077 That Barry Bailey's mileage be paid to attend Ontario Disaster
Relief Fund meetings at the rate of .32 cents/km.

#078 That Council adopt the following policy regarding employees
taking the V.E.P.
package.
1. Not to be re-hired on a full time basis.
2. Only hired on an emergency basis as a casual employee
after list of
casual employees is exhausted.

#079 That Sharbot Lake Provincial Park not be issued free garbage
tags as it does not
generate taxes or Provincial subsidy and that bag tags be
purchased for use at
the Park at $1.00 per tag.

#080 That the Clerk be authorized to sign the acknowledgment letter
re: Designation
and Transfer of Highways 38 and 509 from M.T.O.

#081 That the Proposed Building Permit fees for 1998 be approved as
amended.

#082 That the rental fee on the Oso Community Hall be waived for February
14th for the Ice Storm /98 fund raising dance as the proceeds of the event are
being donated to the municipality for Ice Storm relief.

#083 That a budget and finance committee be established. Such
committee to consist
of the Treasurer and two members of Council.

#085 That Council endorse the resolution of the Township of Hagarty
and Richards
re: recyclable containers - deposit and refund system.

#086 That By-law #1998-6, being a by-law to appoint Allan Richmond
as the
Drainage Superintendent for the Township of Central Frontenac
be read a first,
second and third time and passed at one meeting.

#087 That the meeting be adjourned until February 23, 1998 at 7:00
p.m.
