Township Council Minutes - February 2, 1998

COUNCIL MINUTES - FEBRUARY 2, 1998


Council met in regular session at the municipal office at 7:30 p.m. with all
members present. Staff members
Heather Fox, Judy Gray and Jim Hegadorn were also in attendance.

Michael Dawber attended as reporter for the North Frontenac News.

Mel Conboy attended to discuss the Rescue Unit. A letter is to be drafted by
the Fire & Emergency Committee and
sent to the Township of North Frontenac indicating there would be a charge if
the Rescue Unit was required to
respond within their boundaries. The Committee is also to draft a By-law to
charge fees when the Rescue Unit
responds. The Committee is also to establish a budget for the Rescue Unit and
also to determine what expenditures
can be authorized by the Fire Chief without approval of Council.

Mr. Conboy was instructed to make arrangements for the return of a barrel of
unused kerosene to Roy Leonard who
had donated 2 barrels during Ice Storm '98.

Bill 84 and a letter from Mel Conboy regarding a Fire Co-ordinator were
distributed to each member of Council to
be discussed at a later date with Kirk Parson's of the Fire Marshal's Office.
The date of the meeting to be
established in the near future.

Marcel Giroux attended to discuss the 911 Committee Implementation By-Law. The
Committee was established as
follows:Marcel Giroux - Chairman
Gleva Lemke - Secretary
Hinchinbrooke Electoral District - Lloyd Lee and Dave Hansen
Kennebec Electoral District - Jack Nicolson and Clarke Gaylord
Olden Electoral District - Faye R. Putnam and Dave Willis
Oso Electoral District - Mike Beattie and Mel Conboy
The first meeting will be held February 20th at the municipal office.

Roger Babcock, Mary Stinson, Brenda Price, John Morrow and Chris Henderson of
the North Frontenac Minor
Softball Association attended to request a storage area and a meeting room in
one of the municipal buildings,
preferably in Mountain Grove. They were advised that Council would consider
their request when deciding on
future uses for the various buildings.

Jim Hegadorn was requested to get a firm price on name signs for the truck and
Jack Nicolson to determine if the
fire departments are also interested in the signs.

Jim also to investigate leasing a truck for his use as well as preparing a
tender form for the next meeting.

The Clerk was instructed to get another quote for furnace repairs and obtain a
price from 4 contractors to install a
set of inside doors at the Library entrance.

Verbal direction was given by Council regarding employees taking the package and
seeking casual employment
only be hired if the list of casual employees are not available.

A quote is to be obtained from Glen Matson and Hughie Gray to move the safe from
Mountain Grove to Sharbot
Lake.

Sue Veley's letter requesting a replacement generator for Norm McKenzie of Arden
which was submitted by Doug
Bearance was reviewed and is under consideration.

The following resolutions were passed:

#036 That the Agenda, as amended be adopted.

#037 That Central Frontenac Rescue Unit be given permission to
purchase an electric
reel at a cost of $1,865.00 plus applicable taxes.

#038 That a bank account be set up for the Central Frontenac Rescue
Unit and the funds
previously in the account of North Frontenac Rescue Unit be
transferred accordingly and the signing
authorities be those of the municipality.

#039 That By-law #1998-4, being a By-law to constitute and appoint
a 911 Implementation Committee for the
Township of Central Frontenac be read a first,
second and third time and passed.

MOTION: Lloyd Lee, Jack Nicolson
#040 That Central Frontenac invest $3 million in the highest paying
fund available
to municipalities and ear marked as Highway reserve funds.
The balance of
Highway Funding approx. $.7 million used to offset borrowing
and ear marked
as Highway reserve.
Carried

MOTION: Jack Nicolson, Doug Bearance
#041 1. That overtime for Central Frontenac salaried and hourly
employees be
calculated after 50 hours per week at time and one half.
2. That overtime be taken as time in lieu.
3. That accrued overtime be taken off as soon as possible but
must be used
within 6 months.

#042 That Council establish the policy that the township is not
responsible for mail boxes, paper boxes, etc., during winter
plowing and sanding and that an ad be
placed in the North Frontenac News indicating same.

#043 That the following vouchers be approved
General $3,060,600.92
Roads $55,794.00
Fire Dept. Vouchers $8,534.21
Payroll for January $52,339.79
Further that the Treasurer's report be accepted.

#044 That the following fee schedule for incidentals be adopted by
Council.
- Photo copies 25 cents each
- Commissioner Signature $2.00
- Tax Certificates $25.00
- Zoning and Work Order Letters $25.00
- Previous years tax bill copy $3.00
- Archived records $15.00/hour - minimum $15.00

#045 That the minutes of January 19, 1998 be adopted as presented.

#046 That By-law #1998-3, being a by-law to license dogs and for
regulating the
running at large of dogs within the Municipality be read a
first, second and third
time and passed.
Carried

MOTION: Robert Harvey, Mike Beattie
#047 That By-law #1998-5 being a by-law to amend By-law number
1091-91 of
the Former Township of Oso to rezone part lots 9 and 10,
concession II,
Township of Oso as Environmental Protection be read a first,
second and third
time and passed at one meeting.

#048 That the interim tax bills be levied with due dates of March
27th and April 24th
at 50% of the 1997 levies. A By-law will be provided to take
into account the
new tax rates.

MOTION: Doug Bearance, Richard Harwood
#049 That a plain paper fax machine be purchased at an approximate
cost of $800.00
plus taxes for the administration office, and that the 4
existing thermal fax machines be distributed to
members of Council who wish to receive information
by fax from the municipal office.

#050 That Councillors mileage be paid for committee meetings but
not regular Council
meetings.

MOTION: Jack Nicolson, Robert Harvey
#051 That Central Frontenac support the Rural Job Strategy Fund
project for an amount
not to exceed $4,500.00 per year for the next three years with
an evaluation report
provided at the end of each year.

MOTION: Mike Beattie, Elva Price
#052 Whereas every municipality in Ontario is a Registration
Division for the purpose of
the Vital Statistics Act. AND Whereas every municipal Clerk
is a Division Registrar and is responsible for the
duties of Division Registrar as described in the
Vital Statistics Act and Division Registrar's Manual.
NOW THEREFORE Clerk, Heather Fox be appointed as the Division
Registrar
and Cathy MacMunn be appointed as the Deputy Division
Registrar.
AND FURTHER that in the absence of Heather Fox or Cathy
MacMunn that
Sandra Clow be also appointed as a Deputy Division Registrar.

Frontenac. Prize to be

#034 That the Registration fee be paid for Mr. Richard Harwood to
attend the 1998
Tourism Executive Outlook Briefing conference on Tuesday,
January 27, 1998.

#035 That Council adjourn until Monday, February 2, 1998 at 7:30
p.m. or the
