COUNCIL MINUTES - AUGUST 25, 1998
Council met in regular session Tuesday, August 25th, 1998 at 8:30 a.m. with all
members present.
Councillor Bob Harvey left the meeting at 10:00 a.m. due to another commitment.
Staff members Judy Gray, Cathy MacMunn, Ian Trickett, Jim Hegadorn, Bev Irwin
and Heather Fox were also in attendance.
There were no delegations to address the Council. Staff reports were presented.
The Clerk received clarification that the fee of $200.00 for a road closing
application does not include advertising costs. All expenses incurred by the
municipality must be paid by the applicant.
The request to purchase or rent a portable radio for the Building Inspector for
contact and security reasons was denied. Staff was instructed to obtain prices
for a used vehicle for Ian.
The Clerk's request to change the Monday night Council Meetings for September,
October and November to enable her to take an Administration Course at St.
Lawrence College was denied.
The September 14th meeting time was changed from 7:30 p.m. to 6:00 p.m. due to
the Plowing Match. The September 22nd meeting was changed to September 29th due
to the close proximity of the 2 meetings.
The information obtained regarding a pay phone outside Kennebec Hall was
referred to Marsden Kirk.
Jim Hegadorn was requested to include a copy of the Area Foreman's Report in the
Councillor's package rather than summarize them.
Tammy Tyson and Mike Tryon's letter regarding the water course running through
their property was discussed and Council's decision was that it is a natural
water course and not the municipality's responsibility.
Council approved, in principle, the request from the Terrible Ten Hunt Club to
do work on the Bogg Road. The Clerk is to investigate whether an Agreement
should be entered into.
Mike Thompson is to be requested to attend the next Council Meeting to discuss
the Tichborne Rink.
Jim Hegadorn was instructed to proceed with the sand tenders as per his report.
The following correspondence was received and filed: 1) Reply from MNR to the
Mayor's letter regarding fire hazards as a result of the Ice Storm; 2) Copy of
Letter from Phil Leonard, Frontenac Management Board, to Minister Al Leach
regarding funding; 3) Copy of a letter from Phil Leonard, Frontenac Management
Board to Prime Minister Jean Chretian regarding Bill C-68; 4) Letter from Jim
Wilson, Minister of Energy, Science and Technology regarding Bill 35; 5) News
release from Frontenac Management Board; 6) Letter from Rick Bartolucci,
M.P.P. for Sudbury regarding public inquiry into a tractor trailer accident
hauling explosives.
Mike Beattie volunteered to attend the Child Centre Meeting on September 24,
1998.

That the churches currently being plowed by Municipal Road Crews continue.
Further request from churches will be dealt with on an individual basis. Those
currently being plowed are Mountain Grove United Church, Arden and Henderson
United Church and Arden Standard Church.

WHEREAS, the Frontenac Management Board (FMB) and the City of
Kingston entered
into an agreement dated the 29th day of July, 1998 providing for the allocation
of responsibilities and cost-sharing for those services that were part of the
Local Services Realignment Program; and,
WHEREAS the Township of Central Frontenac concurs with the cost-sharing and
responsibility/accountability arrangements contained in the agreement, including
responsibility/accountability and cost-sharing pertaining to the transfer of the
responsibility for administering Provincial Offences Act (POA) courts and
prosecuting most POA charges, collecting fines and retaining the net revenue;
and,
WHEREAS, the Township of Central Frontenac is satisfied that its share of the
levy of the Frontenac Management Board, which is currently 18.50% and which
represents the amount by which the FMB levy for the Township is reduced when the
FMB's share of the net revenue resulting from the assumption of POA
responsibilities is treated as revenue at the FMB, is reasonable;
NOW THEREFORE, the Municipal Council of the Township of Central Frontenac hereby
accepts and endorses the agreement between the City of Kingston and the
Frontenac Management Board dated July 29, 1998 providing for the allocation of
responsibilities and cost-sharing of those services which were a part of the

Realignment Program including the proposal for assigning responsibilities and
sharing of
the net revenue associated with assumption of certain Provincial Offences Act
responsibilities.

That by-law #1998-27, being a By-law to adopt the estimates for the sums
required during the year 1998 for the purposes of the Township of Central
Frontenac and to set the appropriate tax rates be read three times at one
meeting and passed.

following assessment be reduced: Roll number 103904003012240, Roland Sterling
Turner, from $120,000. to $83,000. as the garage was razed by fire, effective
January 1, 1998 to December 31, 1998.
