Township Council Minutes - August 10, 1998

COUNCIL MINUTES - AUGUST 10, 1998

Council met in regular session Monday, August 10, 1998 at 7:00 p.m. with all
members present. Staff members Judy Gray, Jim Hegadorn, Bev Irwin, Heather Fox
also attended. Michael Dawber attended as news reporter.

Glenn Fox and Robert Fox attended to lodge a complaint regarding the property
owned by Roger Babcock adjacent to the I.O.O.F. hall in Parham. Glenn Fox
stated that paint was stored in the building, welding was being done in the
building, motor oil was being dumped beside the building, the roof flops in the
wind, and a tree is ready to fall over. They felt these issues create a safety
hazard for users of the I.O.O.F. Hall. The Property Standards By-law
Enforcement Officer and the Building Inspector are to be instructed to
investigate the property.

Public meetings were conducted for road closings for Vera Whan as described in
the by-law and Richard Goodfellow, also described in a subsequent by-law.
Richard Goodfellow attended. There were no objections.

Norma Granlund, Butch Neadow and Arden Lee attended to request Council to take
over ownership of the Crow Lake Rink. They were requested to put their request
in writing detailing the costs and how the rink would be operated.

Council decided that property owners would be responsible for "Purple
Loosestrife" removal from the road allowance if they wanted it removed. Staff
was instructed to investigate a Youth Program for next year. It was pointed out
that it was too late in the season to destroy the plants.

The following correspondence was received and filed: (1) Brochure - Around the
Rideau; (2) Information from Tom Varga regarding Policing; (3) correspondence
from the Solicitor regarding Newlove Road; (4) Bellmisch pick up report; (5)
Summary of Frontenac Management Board meeting; (6) Information from Rideau
Valley Conservation Authority re: Enforcement of the Federal Fisheries Act; (7)
2nd quarter Ice Storm report; (8) Health Unit report on sewage septic program
activities; (9) Information from Regional Maple Leaf Communications re:
advertising.

Correspondence was received from Michael Thompson regarding Tichborne Rink. The
lease is to be investigated to determine the extent of the Agreement and whether
or not the township would be allowed to put gravel on the property. Mr.
Thompson also to be contacted to determine if his letter refers to crushed rock
or pit run gravel.

The tax sale properties, which resulted in ownership vested in the municipality
were discussed and further information to be available for a future meeting.

Other correspondence and business was dealt with through the following
resolutions:

That By-law # 1998-24, being a by-law to stop up, close, and sell a part of the
allowance for road in lot 3, between concession 5 and 6, Geographic Township of
Olden, now in the Township of Central Frontenac, County of Frontenac,
designated as parts 2 and 3 on plan 13R-14317 be read three times and passed at
one meeting.

That By-law # 1998-25, being a by-law for the sale of the soil
and freehold of part of the allowance for road in lot 3, between concessions 5
and 6, Geographic Township of Olden, now in the Township of Central Frontenac,
County of Frontenac, designated as parts 2 and 3, on Plan 13R-14317 be read
three times and passed at one meeting.

That By-law # 1998-26, being a by-law to close, stop up and convey all that part
of the road allowance in the Geographic Township of Hinchinbrooke, in the
Township of Central Frontenac, in the County of Frontenac and Province of
Ontario, and being composed of those portions of the old Tichborne to Parham
Road crossing lot 24, concession 1 and lot 24, concession 2; shown on a
sketch by John F. Goltz, O.L.S. dated May 25, 1998 and designated thereon as
part 1 and 2. And part of the road allowance for road between concession 1 and
2 at lot 24 and designated thereon as parts 2, 3 and 4 on a sketch by John F.
Goltz O.L.S. be read three times and passed at one meeting.

That on site visitation by contractors be arranged by the General Works Manager
for the Henderson Road Project and the most cost effective construction method
be adopted.

That Dick Harwood, Doug Bearance and Jack Nicolson be appointed to review the
O.P.P. contracts and other pertinent information and bring reports and
recommendations to Council.

That the following vouchers be approved for payment: Hinchinbrooke Fire
Department - $837.66; Olden Fire Department - $3,404.08; Kennebec Fire
Department - $205.46; Oso Fire Department - $10,100.62; Central Frontenac Rescue
Unit - $69.00; Kennebec Recreation Committee - $190.83; Olden Recreation
Committee - $351.39; General - $137,041.75; Roads - $17,989.28.

That the alarm system be disconnected at the former Hinchinbrooke
office.

That fencing the property surrounding the Wilkinson Waste Disposal Site be
tendered out. Documents and description of property to be prepared by the
Public Works Manager and the Clerk.

Pursuant to Section 442 of the Municipal Act, R.S.O., 1990 as amended the
following assessment be reduced: Roll number 103904004002520, Donald and Lori
Bertrim, from $90,000. to $53,000. effective February 16, 1998 to December 31,
1998 as the building was razed by fire.

Pursuant to Section 442 of the Municipal Act, R.S.O., 1990 as amended the
following assessment be reduced: Roll number 103908004002800, Thomas James
Webster, from $49,800 to $7,200., effective May 1, 1998 to December 31, 1998 as
the building was razed by fire.

Pursuant to Section 442 of the Municipal Act, R.S.O. 1990 as amended the
following assessment be reduced: Roll number 103904001000200, John Hickey, from
$5,631. to $5,129., effective January 1, 1996 to December 31, 1997 as the
trailer was removed from the property.

That Bev Howes Irwin be hired as a Departmental Secretary , on a one
year contract at a salary of $20,000. per year. The contract to be effective
August 4, 1998 to July 30, 1999 (52 weeks).

That Cathy MacMunn be granted permission to attend all, or a portion thereof, of
the Ontario East Municipal Conference, Kingston, Ontario, September 30th,
