Township Council Minutes - April 28, 1998

COUNCIL MINUTES - APRIL 28, 1998

Council met in regular session, Tuesday, April 28, 1998 at 7:00 p.m. with all
members present.
The time was changed from 8:30 a.m. to 7:00 p.m. due to the conflicting time of
a Planning Seminar being attended by three members of Council.

Michael Dawber attended as North Frontenac New Recorder.

Staff Members, Heather Fox, Judy Gray, Jim Hegadorn and Ian Trickett were also
in attendance.

Reg Peterson attended as an observer. Bill Gigg attended to listen to a
portion of the
Building Inspector's report.

Connie Wellman attended to have the agreement between the Township and Bellmisch
signed and to explain some of the issues regarding plastic and glass pick up.

Bob Downes, Kennebec District Fire chief attended to bring Council up to date on
grass
fires and the costs involved.

The following resolutions were passed:

#201 Robert Harvey, Faye R. Putnam
That the agenda be adopted as amended.

#202 Doug Bearance, Richard Harwood
That the minutes of April 14th be adopted as circulated.
Carried

#203 Richard Harwood, Jack Nicolson
That the Ministry of Natural Resources be contacted to lay charges under
the
Forest Fire Prevention Act for burning causing the Fire Departments to
respond,
thus incurring costs to the Township of Central Frontenac and further that
the
municipality be advised as to the action taken.

#204 Robert Harvey, Mike Beattie
That casual dump attendants be paid at the rate of $8.50 per hour.
Carried

#205 Doug Bearance, Richard Harwood
That Central Frontenac purchase the required manuals through Ronen House
for
$420.00 annually and $160.00 yearly for membership to guarantee updates.
Carried

#206 Richard Harwood, Doug Bearance
That penalty due for non payment of March and April installments of taxes
be
waived until all payments have been entered on the computer system.

#207 Lloyd Lee, Doug Bearance
That Whereas the use and management of Provincially owned lands are under
review;
And Whereas the municipalities in which these lands are situated are
increasingly
being asked to assume responsibilities for garbage collection, access
roads, boat
launches, policing and some fire protection.
Be it therefore resolved that these municipalities be given more say in
their
management. This to be done in consultation with all potential users in
such a way
as to provide as diverse a use as possible. Areas with specific needs for
protection
should be restricted only enough to protect their unique features with all
other uses

allowed and encouraged. No Blanket restrictions would apply over large
areas, but
rather restrictions would be put in place on a case by case basis.

That firefighters be paid $12.00 per hour for fighting all wildfires and
that firefighters
be paid 32 cents/km to check wildfires from the second day until they are
suppressed
if personal vehicles are used for this purpose.

That Council hire a full time Fire Coordinator, duties to be prescribed by
council and
a job description be developed in cooperation with the Fire and Emergency
Committee.

#210 Mike Beattie, Elva Price
That the firefighters be paid $8.00 per hour for all wildfire calls and be
paid 32 cents/km
to check wildfire from the second day until it is declared out if they use
their own
vehicle.

That fire permit issuers be appointed as per the attached lists.

That the following schedule be set up for fire suppression costs: 4
wheeler
$62./day; 4x4 trucks $107./day; boats $62./day, tractors $200./day.

That Central Frontenac is in favour of the Frontenac Management Board
appointing a weed inspector for Frontenac County Area.

That the Council go in camera to discuss a property issue.

That Council arise from the in camera session.

That a $100. fee plus all costs incurred by the Township be charged to
Vera
Whan for road closing.
Carried

#217 Jack Nicolson, Doug Bearance
That the fire ban is in effect until such time as lifted by the Mayor in
conjunction
with the Fire Chiefs.

#218 Elva Price, Mike Beattie
That the council of the Township of Central Frontenac endorse the
resolution from
the Township of North Dorchester re: PET plastic being legislated as
reusable.

That By-law #1998-17, being a by-law to provide for payment dates to the
Frontenac
Management Board be read 3 time and passed.

#220 Richard Harwood, Doug Bearance
That agreement be signed for Restructuring funds.

#221 Faye R. Putnam, Robert Harvey
That Olden District Ball field and Canteen be booked by the Recreation
Committee
(Kelly Cowdy); that Kennebec District Ball field and Canteen be booked
through
Clarke Gaylord. Hinchinbrooke and Oso District Ball field and Canteen be
booked
through the municipal office. No charge for ball fields or canteen unless
outside
residents. If this happens the charge will be $50. per day and proof of
liability
insurance.

That this meeting adjourn until Monday, May 11, 1998 at 7:30 p.m. or the
call of
the Mayor.
