Township Council Minutes - April 14, 1998

COUNCIL MINUTES - APRIL 14, 1998


Council met in regular session, Tuesday, April 14, 1998 with all members present
except Bob Harvey.

Staff members, Heather Fox, Judy Gray and Jim Hegadorn were also in attendance.

Audrey Tarasick and Katherine Elliott attended to bring Council up to date on
the Child Care Centre and their
outreach programs. It was suggested by the Mayor that possibly an elected
official could be on their Board of
Directors.

John Pringle and Ken Clarke as well as others from Kennebec District attended to
discuss Clarke's Road where
the construction was done using the infrastructure money during the summer of
1997.

Bob Downes, Mel Conboy, Gordon Whan, Jim Clack and Bob Veley attended on behalf
of the fire departments.
Many requests were made and were turned over to the Fire and Emergency Committee
to be discussed and a
report submitted to Council.

The following resolutions were passed.

MOTION: Doug Bearance, Faye R. Putnam
#161 That the agenda be adopted as amended.

MOTION: Elva Price, Mike Beattie
#162 That the minutes of March 24, 1998 as amended.

MOTION: Lloyd Lee, Doug Bearance
#163 That Council impose a no fire ban in Central Frontenac
Township as of April 12, 1998
until weather conditions improve and fire permits are
available.

MOTION: Jack Nicolson, Doug Bearance
#164 That Council approve the purchase of one additional complete
set of Forestry Fire Equipment
at an approximate cost of $4,000.00 per set. One set will be
shared between the Oso
and Hinchinbrooke Fire Departments and the other between
Kennebec and Olden. In the event
of a major fire it is understood that both sets would be used.

#165 That the Municipal Fire Management Plan and agreement with the
Ministry of Natural Resources
be approved.

MOTION: Lloyd Lee, Doug Bearance
#166 That Jim Hegadorn be authorized to drive the pick up truck
back and forth to his home to
enable him to be in radio contact on route, pick up supplies
or do deliveries in the Kingston
area on his way to and from work and there would be less
chance of vandalism. The truck
to be used for township business only.
Recorded vote: Yeas - Dick Harwood, Doug Bearance, Lloyd Lee,
Mike Beattie,
Bill MacDonald.
Nays - Jack Nicolson, Elva Price and Faye R. Putnam.

#167 That Council accept, with regret, Ivan Duffy's resignation
from his position of Area Foreman
in District # 3.

#168 That the position of Area Foreman be advertised and that a
committee to consist of two
Councillors, Public Works Manager and Clerk be struck to
interview selected applicants.

#169 That interviewing committee for the Area Foreman position
consist of Jack Nicolson,
Lloyd Lee, Heather Fox, Jim Hegadorn and Bill MacDonald as Ex-
Officio.
Carried

MOTION: Faye R. Putnam, Mike Beattie
#170 That all bookings for Piccadilly Hall, Olden Community Hall,
Kennebec Community Centre,
Oso Community Hall be booked through the municipal office.

MOTION: Lloyd Lee, Jack Nicolson
#171 That tipping fee be set at $20.00 per tandem and $25.00 per
tri axle truck load for any
acceptable cover material at our dump sites any lesser amounts
to be charged out at
$5.00 per metre.
Carried

MOTION: Faye R. Putnam, Elva Price
#172 That ad be placed in North Frontenac News that due to the Ice
Storm that brush be accepted
at waste disposal sites free of charge until September 30,
1998.

#173 That the following tenders be accepted:
1. Piccadilly Hall maintenance - Bernard Brown - $120.00
month
2. Elm Tree Fire Hall grass cutting - Paul Bowman -
$100.00/ season
3. Kennebec Community Centre (not including grass cutting)
- Clarke Gaylord
$350.00/month.

#174 That meeting be extended beyond the closing time to 11 p.m.

Recreation: Olden - $259.82; Kennebec - $159.36.

#176 That the Okidata Printer be shipped to RBA, Ottawa for
repairs.

by the Transition Board.

#178 That Judy Gray and Heather Fox be authorized to attend the Tax
Collector's Seminar

#179 That the agreement between Bellmisch and Land O' Lakes Waste
Management Committee
be approved as amended.

#180 That the Kennebec Recreation Committee signing authority be
the President or Secretary
and the Township of Central Frontenac Treasurer, Judy Gray.

MOTION: Faye R. Putnam, Mike Beattie
#181 That Ian Trickett be authorized to attend the free seminar on
the new Tenant Protection
Act on April 27th at the former Kingston Township office from
10:30 a.m. to 12:30 p.m.

#182 That the mileage rate be set at 32 cents/km for Council
members and staff.
Carried

MOTION: Doug Bearance, Jack Nicolson
#183 That staff be authorized to connect to the Internet at an
annual cost of $359.40 and that an
additional line be installed for this service at a monthly
cost of $22.18 with a one time hook
up charge of $139.00, with the option to upgrade to the annual
advanced.

#184 That the meeting adjourn until April 28, 1998 at 7:00 p.m. or
the call of the Mayor.
